Special Committee For DKI DPRD Asks DKI Provincial Government To Fine Rp500 Million To Illegal Parking Operators

JAKARTA - The DKI Jakarta DPRD Parking Special Committee (Pansus) recommends strict sanctions for illegal parking operators who use land owned by the DKI Provincial Government without a permit. This is because there are still many assets belonging to the Provincial Government that are misused as parking space without a permit or cooperation agreement (PKS).

In its recommendation, the Parking Special Committee requested that the implementation of an administrative fine of Rp. 500 million be applied to every parking operator operating without official permission.

"Recovered by fact findings in the field, many assets belonging to the DKI Jakarta Provincial Government are used as illegal parking spaces, absence of PKS, unlicensed, non-taxing, resulting in losses resulting in loss of local revenue from the parking sector," he said. "The Jakarta DPRD Parking Special Committee recommends the implementation of an administrative fine of Rp. 500 million for illegal parking operators," he continued.

Jupiter assessed that this condition was detrimental to regional finances due to the loss of potential parking tax. For this reason, the Regional Revenue Agency (Bapenda) of DKI Jakarta Province is asked to be more proactive in collecting and checking in Arrears of tax objects.

The Special Committee also asked the DKI Provincial Government to inventory all regional assets that have or have not been handed over from the developer, especially those related to social facilities and public facilities (fasos-fasum), so that they are no longer misused for commercial purposes.

"Then, carry out permanent control and sealing of all local government land used for illegal parking," said Jupiter.

Then, the Special Committee also asked the DKI Provincial Government to report to the police every time they found allegations of grabbing regional assets and illegal levies and embezzlement of parking taxes by private parties on government-owned land.

"Pansus Perparkingan DPRD DKI juga mendorong Pemprov DKI Jakarta untuk segera membuat laporan polisi atas dugaan penguasan aset dan praktik pungutan liar, penggelapan pajak, penggelapan pajak parkir yang dilakukan oleh pihak swasta ilegal di lahan Pemerintah Provinsi DKI Jakarta," ucapnya.

Jupiter added that operators who are in arrears in parking taxes may no longer be given technical recommendations (recomtek) for the extension of permits by the Parking Management Unit (UPP) of the Transportation Service. Meanwhile, the DKI Bapenda is required to routinely provide data on parking operators who are in arrears of taxes to the UPP Dishub and the One Stop Investment and Integrated Services Service (DPMPTSP).

Currently, the Jakarta DPRD Parking Special Committee has submitted a draft Regional Regulation on Parking to the Regional Regulation Formation Agency (Bapemperda) to be re-discussed until ratified.
