Although 3 Factions Reject The Reduction Of The Food Subsidy Budget, The Chairperson Of The DPRD Remains Knocked On The 2025 APBD Raperda

JAKARTA - The plenary meeting to ratify the Draft Regional Regulation (Raperda) of the DKI Jakarta Regional Budget for the 2026 fiscal year was bombarded with interruptions from a number of factions of the DKI Jakarta DPRD, marked by dynamics from a number of factions.

Before being knocked, three factions of the DKI Jakarta DPRD voiced their interruptions. They expressed their rejection of the plan to reduce the food subsidy budget by Rp. 300 billion for next year.

However, after the interruption was delivered, the Chairman of the DKI Jakarta DPRD Khoirudin as the leader of the plenary meeting still knocked the hammer to ratify the Regional Regulation Raperda for the 2026 Fiscal Year.

Several DPRD members who previously intervened in the meeting again protested. They stated that they did not agree with the ratification. One of them is a member of the Gerindra faction of the DKI Jakarta DPRD Ali Lubis.

"Interruption leaders, please. For example, if there is an interruption, make a vote, we (before ratifying the Regional Budget Raperda). Don't go straight from knocking the hammer, please," said Ali in a plenary meeting at the DKI Jakarta DPRD building, Wednesday, November 12.

Palu has been knocked, Khoirudin still ratifies the RAPBD for the 2026 fiscal year which has drawn protests. The draft APBD that has been ratified is handed over to DKI Jakarta Governor Pramono Anung for follow-up before it is officially ratified into regional regulations.

"We respect the DPRD meeting and the audience, with the approval of the Draft Regional Regulation on the 2026 APBD to become a Regional Regulation, the Regional Regulation will be submitted to the Governor to be followed up in accordance with applicable laws and regulations, in the hope that the Governor will pay attention to the suggestions and expectations submitted by the DPRD," explained Khoirudin.

The plenary meeting was immediately followed by the signing of the minutes and the submission of the Regional Regulation of the Regional Budget for the 2026 Fiscal Year.

After that, a number of members of the DKI Jakarta DPRD from three factions walked out or left the plenary meeting room before the leadership of the DKI DPRD ended the meeting. They include all members of the PSI faction, members of the PAN faction Lukmanul Hakim, the chairman of the Gerindra faction Setyoko, and members of the Gerindra faction Ali Lubis.

Previously in delivering the interruption, a member of the PSI faction of the DKI Jakarta DPRD revealed that his faction objected to the reduction in the budget.

"We from the PSI faction also strongly object if the food subsidy of 300 billion is reduced. Because in our work meetings at commission B, it turns out that we found subsidized food facts which should be the right of all beneficiaries or 100 percent of beneficiaries should receive, it turns out that so far our budget capacity has only allocated around 35 percent," he explained.

"So if this is cut again by 300 billion, there will be another decrease in the beneficiaries, it could be less than 35 percent," he continued.

In addition, Gerindra faction member of the DKI Jakarta DPRD Ali Lubis also criticized the reduction in the subsidy budget or low-cost food program of Rp. 300 billion. Ali even asked for the ratification of the RAPBD for the 2026 budget year to be postponed.

"Looking at the dynamics of the plenary session today and there are several factions who are trying to criticize the budget, especially the reduction of Rp. 300 billion for food assistance, Mr. Governor. I think if the ratification of the Raperda can be postponed for the next few days, we are outside the plenary session to be resolved," said Ali.
