JAKARTA - The Special Committee (Pansus) for Parking of the DKI Jakarta DPRD does not propose not to increase parking rates in the final recommendation for the preparation of the Draft Regional Regulation (Raperda) on Parking.
The decision was taken after it was found that there was a potential leak of regional income from the parking sector which reached around Rp. 1.4 trillion.
The chairman of the Parking Special Committee for the DKI Jakarta DPRD, Jupiter, said that the leak was a serious concern of the council. Therefore, the Special Committee asked the Provincial Government (Pemprov) of DKI Jakarta to prioritize improving system governance and parking management rather than increasing tariffs.
"Parking Special Committee does not increase parking rates because in the field there is still a potential leak of local revenue from the parking sector of Rp1.4 trillion, so we ask the Governor to focus more on improving system governance and parking management," Jupiter said in a plenary meeting to deliver the results of the discussion of the Parking Special Committee at the DKI Jakarta DPRD building, Wednesday, November 12.
In its recommendation, the DKI DPRD asked the DKI Provincial Government to tighten supervision and action against illegal and illegal parking practices that are rife in Jakarta.
The recommendations include increasing coordination between the DKI Jakarta Transportation Agency (Dishub), Satpol PP, and the police in taking action in the field. In addition, the DPRD also encourages firm steps against parking operators without permission, including sealing or dismantling facilities.
"Implementation if illegal operators are found and have been sealed, then they are not allowed to operate and the Parking Management Unit is not allowed to provide reconstruction to the Investment Office and One Stop Integrated Services even though the operator has paid the fine," said Jupiter.
The special committee also requested that operators who are proven to have violated be blacklisted and prohibited from operating in all areas of DKI Jakarta.

In addition to the supervisory aspect, the DPRD also encourages the DKI Provincial Government to review parking rates, taxes, and levies. The special committee assesses that the reduction in parking tax from 20 percent to 10 percent is ineffective in increasing revenue.
"Please reconsider the increase in parking tax rates from 20 percent, then now it is 10 percent, and it is very ineffective in achieving the revenue target. So, hopefully it can be returned back to 20 percent," said Jupiter.
In the revision of the regional regulation and the governor's regulation, the DPRD also emphasized the importance of including strict sanctions on illegal parking fees, the obligation to implement a cashless payment system, and system integration failures. All parking systems, both on-street and off-street, are required to be connected and transparent.
Other recommendations include resetting private parking permits, taking action against the transfer of building functions, and revising insurance provisions for damaged or missing vehicles in parking locations.
In addition, the DPRD requested provisions on the time limit for tariffs and parking rules to stay overnight, including the determination of the maximum price for valet services.
"The provisions must be included in the revision of the tariff period and parking liquidation period to stay, and stipulate tariff provisions for the parking service. The highest price is Rp. 50,000 for all types of location services. Because currently there are still many valet rates with different prices, some are Rp. 200,000 to Rp. 250,000," Jupiter concluded.
