JAKARTA - Chairman of the Indonesian House of Representatives, Puan Maharani, has called for a major reshuffle in the work culture of government officials. Puan asked the government to have a strong determination to eradicate the old mindset that hinders public services.

This was conveyed by Puan in her opening speech for the Second Session of the DPR RI for the 2025-2026 Session Year at the DPR Building, Tuesday, November 4, 2025.

"The old mind pattern is like 'if it can be complicated, why should it be made easier?' This attitude not only hinders progress, but also keeps the country away from its people," said Puan firmly.

Puan emphasized that the main task of the country is to serve, not to make it difficult. He urged fundamental changes in the way of thinking and how to work.

"We have to reshuffle the way of thinking and working that the task of the state is not to complicate the affairs of the people, but to make it easier," he added.

Present A Country That Serves Quickly

According to Puan, the orientation of every government apparatus policy and action must be clear: presenting a responsive and supportive country.

"A country that is fast to serve, is not slow to reason. A country that helps, not delays. A country that hears, not ignores," he said.

Puan also invited all members of the DPR to ensure that the function of legislation, supervision, and budget was actually carried out to strengthen the state's alignment with the people.

"So that the policies we produce not only regulate, but also empower and glorify people's lives," he said.

The State Budget Must Side With The People

Regarding the function of the budget, Puan emphasized that the DPR will continue to oversee fiscal policies to side with the welfare of the people, be able to maintain purchasing power, create job opportunities, and strengthen national economic independence.

He reminded that the management of the state budget must be efficient and oriented towards tangible results, not just absorption and financial reports.

"But it is really reflected in improving people's welfare inclusively," added Puan.

Ending her speech, Puan admitted that the global economic challenges were still large, amid geopolitical tensions and supply chain disruption. Therefore, she emphasized the importance of building the State Budget for Fiscal Year 2026 above the foundation of the implementation of the State Budget for Fiscal, monetary and strong real sector policies.
