JAKARTA - Member of Commission VIII DPR from the PKB faction, Mahdalena, expressed his disappointment with the proposed 2026 Hajj fee which only decreased by around Rp. 1 million compared to 2025.

He considered the decline to be insignificant because if it was calculated as a whole, the actual cost was reduced by only around Rp. 507 thousand.

The Ministry of Hajj and Umrah proposed the 2026 Hajj Implementation Fee (BPIH) of IDR 88,409,365.47, with the Hajj Travel Cost (Bipih) paid by the congregation of IDR 54,924,000. This figure is claimed to have decreased by around IDR 1 million compared to the 2025 Hajj costs.

"At first I appreciated it, but then disappointed with the proposal from the Ministry of Hajj and Umrah. The decline was less than a million. The public only knows how much it costs to pay, not about the subsidy component of the value of benefits," Mahdalena told reporters, Jakarta, Tuesday, October 28.

Menurut Mahdalena, penurunan biaya seharusnya bisa lebih besar mengingat sebelumnya Wakil Menteri Haji dan Umrah, Dahnil Azhar Simanjuntak, menyebut adanya kebocoran pengadaan layanan ibadah haji sebesar Rp5 triliun atau sekitar 2030 persen dari total anggaran Rp17 triliun.

"If there is a leak of IDR 5 trillion, it should reduce the cost of Hajj to IDR 5 million, not just IDR 507 thousand," he said.

He also asked the Ministry of Hajj and Umrah to show data that supports the statement of the state's losses. Mahdalena ensured that this would be discussed at the Commission VIII Working Committee (Panja) meeting of the DPR.

"We will discuss it in the Panja. If there is data on state losses, it can be the basis for recalculating the Bipih component," he said.

The legislator from West Nusa Tenggara (NTB) added that the 2026 BPIH proposal showed a decrease in the value of investment benefits managed by the Hajj Financial Management Agency (BPKH).

"In 2025, the value of the benefits received will reach Rp33 million. If next year it remains at that figure or even decreases, it means that there is a decrease in investment returns. Even though the value should increase," he concluded.
