SAMARINDA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid emphasized that the settlement of land problems in East Kalimantan (Kaltim) must be based on human values, not just legal issues.
According to Nusron in Samarinda, Saturday, the legal approach alone is not enough to create justice for the people.
"If you only use the law, in the end you lose or win, right or wrong. We want a fair solution, the people are not harmed, and the state still has a clear asset record," said Nusron during a working visit to Samarinda.
During the visit, the Minister of ATR/Head of BPN chaired the Regional Coordination Meeting (Rakorda) for Land and Spatial Planning throughout East Kalimantan which was held at the Lamin Etam Hall, the East Kalimantan Governor's Office Complex. The theme of the Rakorda this time is the Policity of Land and Spatial Services for East Kalimantan Province.
East Kalimantan is the 24th province visited by the Ministry of ATR/BPN to discuss land and spatial issues in the regions. One of the main issues discussed is the overlap of State-Owned Goods (BMN) land that has long been occupied by the community.

Minister Nusron also highlighted problems in the plantation sector and the palm oil industry that have not fully fulfilled the obligation to provide plasma gardens for local residents.
The company holding the Right to Use Business (HGU) is required to provide a minimum of 20 percent of plasma plantations. Even President Prabowo requested that the portion be increased to 80 percent," he explained.
As of 2025, there have been 386 land cases in East Kalimantan, with 150 cases or around 38.87 percent of which have been resolved. Nusron asked all ranks to be careful in handling every land case so as not to cause new disputes
Furthermore, he mentioned three major problems that were of concern to the Ministry of ATR/BPN, namely: First, the use of forest areas that did not comply with the rules. Second, land ownership by companies that violate permits. Finally, strengthening legal certainty for small communities.
The coordination meeting was also attended by the Governor of East Kalimantan Rudy Mas'ud, Deputy Governor of Seno Aji, as well as the ranks of Forkopimda, regents/mayors, and regional apparatus throughout East Kalimantan.
Governor Rudy Mas'ud welcomed this coordination meeting as an important step towards more orderly land and space management.
Good space and land are the foundations for building civilization. Land that is managed fairly will realize equitable development," said Rudy.
Also present were East Kalimantan DPRD Chairman Hasanuddin Mas'ud, Military Commander VI/Mulawarman Major General Rudy Rachmat Nugraha, East Kalimantan Deputy Chief of Police Brigadier General M. Sabilul Alif, and Danrem 091/ASN Brigadier General Anggara Sitompul.
