AGO Starts Investigating Allegations Of CMNP Toll Corruption

JAKARTA - The Attorney General's Office (AGO) has begun investigating allegations of corruption in the extension of the Cawang-Pluit toll road concession. The clarification process for a number of parties is underway.

"It's being investigated," said Head of the Legal Information Center of the AGO Anang Supriatna to reporters, Friday, September 12.

According to him, clarification is carried out on various parties who are considered to know about the extension of the concession.

However, it is reluctant to convey which numbers and parties have been clarified in the investigation into the alleged corruption.

"The nature of the investigation is still closed," he said.

Allegedly in the process of deepening, one of the parties clarified was Fitria Yusuf, the son of a businessman who owns the PT Citra Marga Nusaphala Persada Tbk (CMNP) toll road, Jusuf Hamka.

This is because Fitria Yusuf was seen leaving the building of the Special Crimes roundabout of the Attorney General's Office at around 14:16 WIB.

Fitria was seen wearing a blazer with a white outfit feel. He was seen with his entourage immediately riding in a black car.

However, Fitria remained silent and did not provide any information regarding her arrival. Shortly after boarding the car, the vehicle immediately left the Attorney General's office.

For information, the case stems from the alleged extension of the concession without an audit as regulated by PP No. 27 of 2014. The extension was also carried out without an auction, violating Law No. 38 of 2004 concerning Roads.

State losses arise because revenue from toll roads is still managed by CMNP even though the concession ends. Until now, the physical construction of the toll road is only 30 percent of the target of 100 percent by 2022.

The Toll Road Regulatory Agency and the Ministry of PUPR have taken over the project because CMNP failed to fulfill its obligations. A thorough audit was conducted to trace the use of funds, including allegations of abuse for personal gain.

Since March 31, 2025, toll revenue should have entered the state treasury with a value of around Rp. 500 billion. BPK even recommended cancellation of the CMNP concession extension through LHP Number 17/LHP/XVII/05/2024.
