AGO Asked To Investigate Allegations Of Deviations In CMNP Toll Concession

The Attorney General's Office (AGO) has been asked to follow up on allegations of irregularities in the extension of the Cawang Pluit Toll Road concession managed by PT Citra Marga Nusaphala Persada (CMNP).

Executive Director of the Center for Budget Analysis (CBA), Uchok Sky Gaddafi, said that the concession extension given since June 2020 without going through an open auction process raises public questions regarding transparency and governance.

"The AGO should thoroughly investigate so that this issue is clear," Ucok told reporters quoted on Wednesday, September 10.

According to him, the direct appointment mechanism has the potential to reduce the principle of openness and accountability in infrastructure management. In addition, the state is considered to be able to lose the opportunity to obtain a more competitive investment scheme.

"If an auction is conducted, the government can compare cost efficiency, technology, and speed of work from various parties," said Uchok.

Ucok also highlighted the delay in project completion compared to the initial target. Therefore, the AGO is advised to ask for information from various related parties, both from the CMNP ranks and former government officials who were authorized when the concession extension was decided.

This is important to do to ensure legal certainty and protection of the interests of the state.

For information, the AGO is currently investigating allegations of corruption in the extension of the Cawang 'Tanjung Priok' East Ancol 'Tiga/Pluit Bridge' toll road concession. The investigation warrant was issued on July 11, 2025, and several CMNP directors were scheduled for questioning at the end of last August.

Previously, the Supreme Audit Agency (BPK) through a report on the results of the examination in 2024 recommended that the government conduct a thorough audit of CMNP's performance. The audit is seen as important to ensure that the continuation of toll road management is in accordance with the rules, including the matter of state revenues.
