BOGOR Minister of Environment/Head of the Environmental Control Agency (KLH/BPLH), Hanif Faisol Nurofiq, emphasized that the West Java Provincial Government should immediately accelerate the operation of the Lulut-Nambo Waste Final Management and Processing Site (TPPAS), Bogor Regency, which has been stalled for more than ten years.
Hanif said the Lulut-Nambo TPPAS is projected to accommodate and process waste from the four surrounding districts/cities. According to him, acceleration needs to be done immediately by operating the Refuse Derived Fuel (RDF) technology.
"The building is already there, just change the engine. Say 3'4 months can be operated. The location is very close, only about 4 kilometers from Indocement with a capacity of more than 1,000 tons per day," said Hanif in his statement, Wednesday, August 20.
Hanif assessed that the two large cement industries around the location are ready to absorb RDF processed products so that waste management is faster and at the same time supports the provision of environmentally friendly alternative energy. However, he acknowledged that the main obstacle to accelerating is non-technical and urges the West Java Provincial Government to immediately take concrete steps.
Head of the West Java Environment Agency, Ai Saadiyah Dwidaningsih, said that the West Java Provincial Government had ended the project's long cooperation.
"On July 22, 2025, the Governor submitted a letter of termination of the cooperation. We are currently with BPKP West Java conducting an asset audit in Nambo," said Ai.

He added that the West Java Provincial Government is formulating a new cooperation mechanism according to the direction of the Minister of Environment, including the opportunity to cooperate with PT Indocement as a strategic partner.
"Because this is an emergency, the cooperation mechanism can be made simpler. Indocement is very likely to be a partner even though at the previous KPBU auction it did not pass," concluded Ai.
