JAKARTA - The DKI Jakarta Environmental Agency has met with residents of Jakarta Garden City (JGC) who had refused the operation of the Refuse Derived Fuel (RDF) Plant Rorotan because it polluted the smell of garbage.

Head of the Integrated Waste Management Unit (UPST) of the DKI Jakarta Environment Agency, Agung Pujo Winarko, said that residents are no longer rejecting the continuation of the operation of the waste processing facility into alternative energy.

The Department of Environment, he continued, has also informed residents about the progress of increasing environmental control, as well as testing and operational plans.

"Residents appreciate the improvements that have been made in this RDF Plant. They also ask that the commitment of the DKI Jakarta Provincial Government be maintained. So far, they have supported RDF as long as the negative impact can be mitigated," Agung said in his statement, Monday, July 14.

Currently, the DKI Provincial Government has increased emission control, starting from adding bag filter tools, wet electrostatic precipitators (WESP), pre-treatment WESP (second wet scrub), carbon active, second ID-fan, and CEMS.

"We are also increasing the control of the appeal, by adding three Deodorizer units, now into four units in the process area, product warehouse, and residue," Agung explained.

Agung explained that the RDF operation plan will be carried out in stages, in July it is still a trial with dry waste from TPS 3R with a capacity of 50 tons per day.

Then, in August, a capacity of 150-500 tons will be added per day with new wet waste. The optimal operation is in September, with new waste input and 3R TPS with a gradual capacity ranging from 500 tons to 2,500 tons per day.

"We will continue to do this trial in stages, so it is not directly with a large capacity. Every trial we try to evaluate, we want to make sure this RDF runs optimally and perfectly," he said.

Previously, DKI Jakarta Governor Pramono Anung confirmed that the problem with the smell of RDF Plant Rorotan waste, North Jakarta would be resolved in the third week of August 2025.

This was in response to the request of the Minister of Environment (LH) so that the DKI Provincial Government would immediately operate the Rorotan RDF. Rorotan's RDF trial was previously stopped because it caused a smell that residents complained about.

"For the Rorotan RDF, it is according to schedule, hopefully on August 22, it will really be finished. Before August 22, a gradual commission was carried out," said Pramono at DKI Jakarta City Hall, Tuesday, July 8.

However, Pramono admitted that the results of processing waste into alternative fuel from Rorotan's RDF re-test did not run optimally. At least, the smell of garbage that pollutes the surrounding environment is resolved.

"So it's not as direct as expected and now additional instruments to prevent odors and also cause problems for residents, hopefully on August 22, everything will be finished," explained Pramono.
