As A KPK Suspect, North Sumatra PUPR Head Topan Ginting Orders Direct Appointment Of Road Projects

The Corruption Eradication Commission (KPK) has named five suspects in connection with the alleged bribery of road construction projects at the PUPR Service and the North Sumatra Region 1 PJN Satker. One of them is the Head of the Public Works and Spatial Planning Service (PUPR) Topan Obaja Putra Ginting or Typhoon Ginting.

"Determination of five people as suspects," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu to reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Saturday, June 28.

Meanwhile, the other four suspects are Rasul Effendi Siregar as Head of UPTD Gunung Tua, North Sumatra Province PUPR Service concurrently Commitment Making Officer (PPK); Heliyanto as PPK of PJN Satker Region I North Sumatra Province; M. Akhirun Efendi Siregar as President Director of PT DNG; and M. Rayhan Dulasmi PIlang as Director of PT RN.

Asep explained that this case began when Topan together with Akhirun and Rasul conducted an off-road survey in the Sipiongot Village area in order to review the location of the road construction project.

Typhoon then gave an order to the Rasul to directly appoint the Akhirun to work on the Sipiongot border Labusel road project and the Hutaimbaru-Sipiongot road construction project. The total value of the two projects is IDR 157.8 billion," he explained.

Furthermore, Endun through his staff coordinated with the UPTD Rasul and staff to prepare e-catalog. This process is then multiplied so that PT DGN can win.

As for when confirmed separately, Asep said that the receipts obtained by Typhoon had only reached Rp. 50 million. However, this number can still increase because the deepening is being carried out.

Meanwhile, Heliyanto received Rp120 million from Akhirun and Rayhan from March 2024 to June 2025. The receipt was made in connection with him having arranged the work e-catalog process at the North Sumatra Province BPPJN Region I Satker.

"So PT DNG and PT RN were chosen as job implementers," said Asep.

The work in question is as follows:

1) Preservation of Jalan Sp. Pinang City 'Gunung Tua' SP. Pal XI in 2023 with a project value of Rp56.5 billion or Rp56,534,470,100 with the implementation of the PT DNG project;

2) Preservation of Jalan Sp. Pinang City Gunung Tua-Sp. Pal XI in 2024 with a project value of Rp. 17.5 billion or Rp. 17,584,905,519.70 with the implementation of the PT DNG project;

3) Rehabilitation of Jalan Sp. Pinang City 'Gunung Tua'Sp. Pal XI and Handling Longsoran in 2025 with the implementation of the PT DNG project; and

4) Preservation of Jalan Sp. Pinang-Gunung Tua City Sp. Pal XI in 2025 with the implementation of the PT RN project.

The five suspects are currently being held at the KPK Rutan at the Red and White Building branch. The detention is carried out for the first 20 days and can be extended according to the needs of investigators.

As a result of his actions, AKhirun and Rayhan were suspected of violating Article 5 paragraph 1 letter a or b or Article 13 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.

Meanwhile, Typhoon, Rasuli, and Heliyanto are suspected of violating Article 12 letter a or b, Article 11, or 12B of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.
