JAKARTA - The DKI Provincial Government plans to build an LRT route for the Pulogebang-Joglo route with an expenditure of IDR 22.8 trillion. Development in collaboration with the private sector, namely Pembangunan Jaya.

The scheme used to build the Pulogebang-Joglo LRT (Light Rail Transit) is a Cooperation Between the Local Government and business Entities (KPDBU) initiated by the private sector.

In this cooperation, the DKI Provincial Government will pay IDR 18.9 trillion (83 percent) to build infrastructure. Meanwhile, Pembangunan Jaya only spent IDR 3.9 trillion (17 percent) for the procurement of facilities.

Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, explained that Pembangunan Jaya has presented the LRT development feasibility study document.

Even though Provincial Government's budget expenditure is greater, it turns out that all ticket sales revenue (farebox revenue) and non-ticket (non-fare box revenue) LRT Pulo Gebang-Joglo along 32.15 kilometers for 33.5 years will be handed over to PT Pembangunan Jaya.

But Syafrin admitted that he did not have a problem with this. "Right now at the LRT, the MRT (Mass Rapid Transit) has no reception", said Syafrin to reporters, Tuesday, May 4.

This is because according to Syafrin, in the future the DKI Provincial Government will not need to pay operational subsidies when the LRT Pulogebang-Joglo route has been operating for the next 33.5 years.

"As long as the rate calculated by them in the permanent document is used, there will be no subsidy from the government. Thus, the DKI Provincial Government has no expenditure. Now, the subsidies go to the MRT, LRT, and TransJakarta. Well, this project doesn't need any subsidies”, he explained.

However, Syafrin admitted that the DKI Jakarta Provincial Government team is still reviewing the proposed documents made by the private sector. "It's still in the assessment process", added Syafrin.

The LRT project will be built for 32.15 kilometers consisting of 26 stations. Projected passengers of 172,500 people per day in 2025 and an average fare per passenger of IDR 12,343. The concession period is 33.5 years, consisting of a construction period of 3.5 years and a duration of operation of 30 years.
