According to Satori, of the 15 kitchens in collaboration with BPKH Limited, two of them failed to distribute food according to the target on June 10, 2025. Each kitchen was originally targeted to provide 20,000 food packages, but was only able to deliver 10,000 packages.

"This means that there are half of the consumption that is not distributed. This concerns the basic rights of the congregation which should not be ignored," he said.

Satori emphasized that returns or compensation must not be carried out individually, given the very large number of pilgrims. He proposed a collective distribution mechanism through the existing Hajj structure in the field.

"Technically, it can be through the head of sector, the chairman of the group, the chairman of the KBIHU, or their respective caroms. If it is handed over directly to each congregation, I don't think it will be effective," he said.

The failure of two kitchens in distributing food is in the spotlight regarding the performance of BPKH Limited, the party responsible for the congregation's catering service. The DPR requested that this incident be a serious evaluation, because it involves services in the crucial phase of the pilgrimage.
