The Proposal For Gibran's Impeachment To Be Accepted By The DPR, Will It Be Discussed At The Plenary Meeting?

JAKARTA - The Indonesian House of Representatives has officially received a letter of proposal for impeachment of the Vice President of the Republic of Indonesia, Gibran Rakabuming Raka, which was sent by the TNI Retired Forum. In accordance with the provisions of Article 7A of the 1945 Constitution, the letter should have been read out in a plenary meeting held by the DPR RI.

The letter was sent by the Retired Forum of TNI Soldiers on May 26, 2025 and has been received by the Secretariat General of the DPR, MPR, and DPD on June 2, 2025.

Member of the House of Representatives from the PDIP faction and Deputy Chairman of Commission XIII of the House of Representatives, Andreas Hugo Pareira, welcomed the initiatives taken by the retired. According to him, Gibran's proposed letter of impeachment is planned to be read out at the DPR Plenary Meeting as part of the process of provisions of the law.

"The letter from the TNI Retired Forum certainly deserves appreciation because of the care and responsibility of the seniors of the nation who have acted and served the nation and state," Andreas told reporters, Wednesday, June 4.

The chairman of the MPR RI Study Agency explained that after the letter was read out at the Plenary Meeting, the next process would depend on the attendance and approval of the members of the DPR RI who were present.

"If the plenary meeting is attended by 2/3 members of the DPR, and approved by 2/3 members of the DPR who attend, then the stages of the impeachment process in accordance with Article 7A of the 1945 Constitution can begin," Andreas explained.

If the council members agree, Andreas said, the Indonesian House of Representatives will forward a letter along with its considerations to the Constitutional Court (MK) for questioning. Furthermore, the Constitutional Court will decide whether there is a serious violation or not.

However, if the terms of attendance and approval are not fulfilled, said Andreas, the process of impeachment of Gibran will not be continued.

"If at the initial stage in the DPR it is not attended by 2/3 and is not approved by 2/3 (DPR members), then the impeachment process will not be continued," said Andreas.

The contents of the letter sent by the Retired Forum of TNI Soldiers to the DPR are an explanation that the proposal for impeachment of Gibran has a strong constitutional basis. Referring to Articles 7A and 7B of the 1945 Constitution, TAP MPR Number XI of 1998, as well as provisions in the Law on the Constitutional Court (MK) and Judiciary Power.

The TNI Retired Forum also criticized the Constitutional Court's decision regarding Gibran's candidacy, calling it a legal defect.

"The Constitutional Court's decision No. 90/PUU-XXI/2023 against article 169 letter q of the Election Law should be null and void because Anwar Usman did not resign from the panel of judges, even though he had a conflict of interest," the letter said.

The Retired TNI Soldier Forum also quoted the decision of the Honorary Council of the Constitutional Court (MKMK) which dismissed Anwar Usman as Chief Justice of the Constitutional Court for violating the judge's code of ethics.

In addition to the legal aspect, the TNI Retired Forum also considers Gibran unfit to serve as Vice President in terms of propriety and ethics.

"With very minimal capacity and experience, only two years as Mayor of Solo, as well as a questionable educational background, it is very naive for this country to have an inappropriate and inappropriate Vice President," he continued.

In addition, Retired TNI also mentioned the controversy over the social media account fufufa which was suspected to be related to Gibran. The account invites criticism because of its upload which is considered insulting to public figures and contains elements of sexual violence and racism.

"From this case, it implies morals and ethics of Mr. Gibran is very inappropriate and inappropriate to become Vice President of the Republic of Indonesia," the letter reads.

The TNI Retired Forum also reiterated allegations of corruption, collusion and nepotism (KKN) involving Gibran and his younger brother, Kaesang Pangarep.
