Bali DPRD Agrees To Change Regional Regulation On Pungutan Wisman

DENPASAR - All factions in the Bali DPRD have agreed to the amendment to Regional Regulation 6 of 2023 concerning Charges for Foreign Tourists for the Protection of Culture and the Bali Natural Environment.

Member of the PDIP faction of the Bali DPRD I Nyoman Suwirta in Denpasar, Tuesday, as the first to express his views, he said that although he agreed there was a record for local governments.

"We agree on changes to the Regional Regulation on Charges for Foreign Tourists along aspects of the formulation of these changes to be able to strengthen legal certainty, maintain harmonization, and conformity, and ensure the sustainability of the goals of forming the Raperda," he said as quoted by ANTARA, Tuesday, April 8.

PDIP noted that any changes made should not open up gaps for technical irregularities in the implementation of levies, excessive commercialization, or abuse of authority in the management of levies, which in turn can harm and bring down imagery.

The Gerindra-PSI faction read by I Kade Darma Susila also stated that it was encouraging changes, but with a record that the changes were comprehensive, starting from the naming of regional regulations, considerations, legal grounds and content so that it would be more comprehensive, and the more proportional substance in the regulation of foreign tourist levies.

In the draft proposed, the Bali Provincial Government mentioned cooperation with other parties, Kade Darma saw the need to be given an explanation of who could be called another party.

Also, the reward for this party is that 3 percent of the considerations are questioned, so the parameters are clear.

For the Golkar faction of the Bali DPRD, which was read by Ni Putu Yuli Artini, a proposal was added that the Raperda regarding levies for foreign tourists take a lot of cooperation with local parties.

"We encourage governors to prioritize cooperation with local Balinese entrepreneurs in the hope that local entrepreneurs can be more advanced, strong, and developed, so far several levies have been made at airports, such as parking fees and tollgates have always been collaborated with national entrepreneurs," he said.

Finally, the Democrat-NasDem Faction which was read by I Gusti Ayu Mas Sumatri also agreed to continue the discussion of changes to the regional regulation on the levy of foreign tourists with a note of proposals.

"The Democrat-NasDem faction proposes to make changes to article 1 point 15 in the phrase 'one person or group' replaced by a company or institution'," said the former Karangasem Regent.

Deputy Governor of Bali I Nyoman Giri Prasta appreciated the support of all council factions, he emphasized that this regional regulation change is important as the basis for optimizing the retribution policy of IDR 150 thousand from each foreign tourist.

"Yesterday (2024), out of 6.3 million tourists who went to Bali, only 2.1 million people could be collected, if percentageed it was only 33.5 percent, with the legal institutions made together with the DPRD, it is hoped that in the future we can cooperate with third parties," he said.
