Deputy Gakkum KLH Left The Suspect Of Illegal Limo TPA Management To The Depok Kejari

JAKARTA - The Ministry of Environment (KLH) / the Environmental Control Agency (BPLH) through the Deputy for Law Enforcement (Gakkum) handed over the suspect and evidence in the case of the illegal Limo Final Disposal Site (TPA) to the Depok City District Attorney (Kejari) on Thursday, February 27, 2025.

The suspect is known as Jayadi as the manager of the illegal Limo TPA, who was found guilty of waste management without a permit.

Deputy for Gakkum KLH, Inspector General of Police Rizal Irawan, stated that the legal process against this case had been carried out in accordance with applicable procedures.

According to Rizal, illegal waste disposal activities in Limo have been going on since 2010 and have had various serious environmental impacts, including fires and landslides.

"In 2014-2015, fires and landslides occurred several times, until September 2014 piles of garbage reached the edge of the Pesanggrahan River," he said.

Please note, a large fire broke out again on September 18, 2015, causing thick smoke to cover the Panorama Bukit Cinere Housing.

As a result, the Depok City Government (Pemkot) took action to extinguish the illegal TPA on October 4, 2015.

However, fire cases continued throughout 2021 to 2023, including several major fires in 2023.

In fact, on February 24 and May 17, 2024, another landslide occurred, causing river pollution with a pungent smell and thick smoke from the burning that took place every night.

Following up on this problem, KLH began to handle this case legally.

In June 2024, the KLH team conducted field verification, followed by the issuance of an Investigation Order (Sprindik) on September 17, 2024.

On October 9, 2024, the Depok City Government closed access to the TPA with a concrete fence and put up a ban sign. However, a large fire broke out again on October 10, 2024, which forced the concrete fence to be broken to give fire workers access.

After a series of investigations, KLH finally sealed the Limo TPA in November 2024.

Shortly after that, Jayadi was named a suspect on October 30, 2024 for alleged violations of Article 98 Paragraph (1) of Law Number 32 Year 2009 concerning Environmental Protection and Management.

"After being named a suspect, on October 20, 2024. Jayadi began to be detained and examined," said Rizal.

In November 2024, the case file for phase I was submitted to the Depok Kejari. Then, between November 2024 and February 2025, KLH investigators completed the instructions from the prosecutor (P-19). Until finally, on February 19, 2025, the Prosecutor's Office officially determined the status of the suspect.

Furthermore, on February 25, 2025, the case file was declared complete (P-21), and on February 27, 2025, the second stage of the legal process took place with the submission of the suspect and evidence to the Depok Kejari.

"With this submission, the case of illegal waste management in Limo will soon enter the trial stage," he said.
