JAKARTA - Member of Commission B DKI Jakarta Regional House of Representatives (DPRD) Sutikno was surprised by the BUMD (Regionally-Owned Enterprises) PT Food Station which did not explain in detail the work contract mechanism in the food sector in the accountability statement report for the use of the 2020 APBD (Regional Budget).

This was conveyed in the working meeting of the DKI DPRD and PT Food Station Economic Affairs Commission at the DKI DPRD Building, Wednesday, April 21.

In 2020, Food Station will conduct contract farming of 11,876 tons with several food producers in West and Central Java. However, the Food Station does not explain who the food contract partners are up to the budget to the DPRD.

"This needs to be studied because the Food Station should not ask for additional PMD (Village Community Empowerment) or use the APBD for this farming contract, but it is not clear who and why can qualify as a partner", said Sutikno.

Sutikno also asked PT Food Station to evaluate the two provinces that supply rice in terms of quality, supply stability, and price stability.

"This must be evaluated first, if both are profitable and the quality is good, please continue, but if not, look for another province that can meet our rice stock with the best quality and price", he said.

Continuing, Member of Commission B DKI Jakarta Regional House of Representatives, Manuara said that if Food Station once again conducted a farming contract with other regions to fulfill rice stocks, there had to be a transparent selection of farmer group associations.

"Our function is to control whether the selection (cooperation) meets the criteria or just the proximity factor because so far it is not clear who they partner with", said Manuara.

Responding, the President Director of PT Food Station Pamrihadi Wiraryo admitted that he had conducted a study on several submitting partners, even though it was only for a short time. However, to explain it, Pamrihadi will submit a written answer in the next few days.

"So actually we already have a vendor selection mechanism. So from Gapoktan (Association of farmer groups) to convey samples and varieties whether suitable for Food Station needs. We will do this in two months", he said.
