Mendikdasmen Calls ASN Teachers Allowed To Teach In Private Schools

JAKARTA - Minister of Basic and Secondary Education (Mendikdasmen) Abdul Mu'ti said the Regulation of the Minister of Basic and Secondary Education (Permendikdasmen) Number 1 of 2025 allows teachers with the status of state civil servants (ASN) to teach in private schools.

He assessed that the policy could answer the problem of the shortage of teaching staff commonly found by schools under community management or private schools.

"Permendikdasmen sudah dibitkan dan itu jadi bagian dari komitmen kami dalam memenuhi aspirasi masyarakat dan memenuhi kekurangan guru di sekolah swasta dan distribusi guru yang tak erata di berbagai tempat," katanya mengutip Antara.

Permendikdasmen No. 1 of 2025 concerning the Redistribution of Teachers of State Civil Apparatus in Education Units Organized by the Community.

In a copy of the mendidikdasmen accessed via jdih/kemdikbud.go,id, the regulation was set on January 14, 2025 by the Minister of Education and Culture Abdul Muti and promulgated on January 16, 2025 by the Director General of Legislation at the Ministry of Law, Dhana Putra.

The regulation consists of 16 articles, in general regulating ASN teachers consisting of civil servant (Civil Servant) teachers and PPPK (Government Employees with Work Agreements) teachers can be redistributed to teach in educational units organized by the community.

Article 3, the redistribution of ASN teachers will be carried out by taking into account the needs of teachers in state schools managed by local governments as well as the need for teachers in private schools based on the ministry's basic education data.

ASN teachers who are distributed must meet the criteria, including having the lowest academic qualifications undergraduate (S-1) or diploma four (D-IV) from universities and being physically, mentally, and free of narcotics, psychotropics and other addictive substances based on government hospital certificates.

In addition to ASN teachers, they must also meet the requirements that they have never been subject to moderate and/or severe disciplinary penalties according to the law; and have never been suspects, defendants, or never convicted.

There are also special criteria for ASN teachers from civil servants, another requirement that needs to be met is that at least teachers have the lowest rank of young administrators level I, class of rooms III/b, and have the result of teacher performance assessments with the lowest nickname "Good" for the last two years.

The special criteria for ASN teachers from PPPK that need to be met are that teachers at least have the lowest level of position of the first expert teacher. In addition, teachers must have the result of a teacher's performance assessment with the lowest nickname "Good".

With the presence of the new rules, he hopes that the distribution of teachers in public and private schools can be more equitable and handle teacher distribution problems.

"The issuance of a bantikdasmen regarding the assignment of ASN teachers in schools is hopefully able to answer the problem of teacher shortages and teacher distribution problems," he said.
