DPR Asks Menaker And BPJS Manpower To Immediately Realize JKP

JAKARTA - Commission IX of the House of Representatives asked the Ministry of Manpower (Kemenaker) and the Social Security Organizing Agency (BPJS) of Manpower to immediately realize the Job Loss Guarantee (JKP) program for workers who experience termination of employment (layoffs) due to the pandemic.

Commission IX reminds the realization of JKP must be implemented without reducing the benefits of the Work Accident Insurance (JKK) and Death Insurance (JKM) programs in accordance with the laws and regulations.

This is also the conclusion of the Working Meeting of Commission IX of the House of Representatives with The Minister of Manpower Ida Fauziah and a Hearing Meeting with the President Director of BPJS Ketenagakerjaan Anggoro Eko Cahyo, in the Meeting Room of Commission IX of the House of Representatives, Nusantara I Building, Senayan, Jakarta, Wednesday, April 7.

Vice Chairman of Commission IX of the House of Representatives Ansory Siregar stated in the implementation of the JKP Program based on Government Regulation (PP) Number 37 of 2021 on JKP, Commission IX asked BPJS Ketenagakerjaan to immediately implement two important points.

"The first point, Commission IX reminds BPJS Manpower to immediately make infrastructure improvements," said Ansory.

Including, he continued, the membership database so that the JKP Program can be felt by all participants.

"The second point, Commission IX urges BPJS Ketenagakerjaan to immediately provide time table integration of membership data and certainty of the implementation of the JKP program," said the politician of the Prosperous Justice Party (PKS) Faction.

Meanwhile, Menaker Ida Fauziyah stated the development of Permenaker which became a derivative rule of PP No. 37 of 2021 concerning the JKP.

Ida explained, Permenaker on Registration Procedures in accordance with the mandate of Article 10 paragraph 2 article 37 of 2021 is in the process of harmonization in Kemenkumham. The same process is being done for Permenaker about Recomposition Dues.

PP number 37 of 2021, he said, also mandates the Ministry of Finance to issue a Regulation of the Minister of Finance (PMK).

Ida revealed, the valuation of dues and the upper limit of wages are set with pp. With the PP on the implementation of jkp, there will also be revisions to PP 44 year 2015 on the implementation of JKK and JKM programs. Also, PP 55 year 2015 on Social Security Asset Management.

"The revision of PP 44 in 2015 has received approval from the President. Meanwhile, the revision of PP 55 in 2015 is in the process of finalization. Not only that, the existence of this regulation on JKP requires BPJS Ketenagakerjaan to integrate membership data with BPJS Kesehatan no later than 6 months since PP 37/2021 takes effect," explained Menaker.
