Reasons For The Police Not To Revoke The Authority To Investigate Cases At The Jakarta Police

JAKARTA - The National Police Headquarters said that the authority of the Police in Jakarta to carry out case investigations was not revoked because it had different characteristics. This means that the level and pattern of crime in Jakarta is different from other regions.

"If Jakarta has its own characteristics. This capital city with its homogeneous, dynamic society, of course the activities of the Police are also adjusted to the activities of the people," said Karo Penmas, Public Relations Division of the National Police, Brigadier General Rusdi Hartono, to reporters, Wednesday, March 31.

"So that in Jakarta, the Police will continue to carry out police actions and carry out investigations. Jakarta is special. The situation is different from other conditions," Rusdi continued.

Meanwhile, for other regions, the National Police Chief has revoked the authority of thousands of Polsek to investigate cases. The reason is that the existence of the Police is close to the Polres so that case handling is better delegated.

"First, because the police station is close to the Polres. So, it is better for the reported criminal matters or other matters to be handled by the Police," said Rusdi.

Another reason is that Polsek in several areas are considered to have a low or relatively safe crime rate. So, for these reasons, the authority to investigate cases is revoked.

"Because the area is relatively safe. Maybe, in one month there will not necessarily be a police report, so with this consideration, the Polsek-Polsek in question are located close to the Polres. Polsek that tend to have relatively conducive conditions of social security," Rusdi continued.

Previously, the National Police Chief, General Listyo Sigit Prabowo, issued a decision regarding 1,062 Polsek throughout Indonesia that could not carry out the investigation process.

The policy is based on the Decree of the National Police Chief Number: Kep / 613 / III / 2021 concerning the Appointment of Sector Police Only to Maintain Public Security and Order in Certain Areas (Not Conducting Investigations), as of March 23, 2021 which was signed directly by the National Police Chief, General Listyo Sigit Prabowo.

In this decision, the National Police Chief paid attention to Comamnder Wish's priority program on January 28, 2021.

This is also a priority program in the field of transformation, institutional structuring programs, activities to strengthen Polsek and Polres as the front line of Polri services with an action plan to change Polsek's authority only to maintain Kamtibmas in certain areas, not to carry out investigations.

"Polsek that do not carry out investigations in terms of authority and implementation of their duties are guided by the Chief of Police Letter Number: B / 1092 / II / REN.1.3. / 2021 dated February 17, 2021 regarding the Chief of Police's directive regarding the authority of certain Polsek," Sigit wrote in a decree, Wednesday, March 31st.

In addition, this decision is also based on Law Number 2 of 2002 concerning the State Police of the Republic of Indonesia and Presidential Regulation Number 52 of 2010 concerning the Organizational Structure and Work Procedure of the State Police of the Republic of Indonesia as Amended by Presidential Regulation Number 5 of 2017 concerning Amendments to Regulations President Number 52 of 2010 concerning the Organization and Work Procedure of the State Police of the Republic of Indonesia.
