Not From Layoffs, Council Reminds Bogor City Government The Fate Of 6,900 Honorary Workers In Government Scope

BOGOR - The Bogor City Government (Pemkot) must be able to guarantee and prepare a scenario of 6,900 workers within the scope of government. So that employees who are currently still honorary workers or certain Time Work Workers (PKWT) get clarity and are not laid off.

The Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB) has issued Ministerial Regulation number 5 of 2024 concerning the Procurement of State Civil Apparatus Employees.

Responding to this, Bogor City DPRD member from the PKS faction, Endah Purwanti asked the Bogor City Government to prepare a scenario for implementing the regulation.

Because, according to Endah, there are only two types of employee categories that work in government elements, namely Civil Servants (PNS) and Government Employees with Work Agreements (PPPK).

So that the presence of approximately 6,900 employees of the Certain Time Work Agreement (PKWT) must be guaranteed so that mass dismissal does not occur.

"With this new regulation, the Bogor City Government must be able to guarantee and prepare a staffing scenario. So that employees who are currently still PKWT get clarity and are not laid off," explained Endah.

Furthermore, Endah also reminded the Bogor City Government regarding the existence of PP number 49 of 2018 which has been discussed since 2022 when he was in position at Commission I of the Bogor City DPRD.

According to Endah, the two binding rules related to the procurement of ASN are the keys in the preparation of the upcoming 2025 APBD. Because there will be a shift in the budget to adjust the need for salary payments and reduce PKWT costs.

"So this must be considered properly. The Mayor's PJ is also the Head of BPSDM in West Java Province, he should understand better and be able to overcome this problem," he concluded.
