BANDA ACEH - Aceh Provincial Government (Pemprov) opens the opportunity to restore conventional bank operations to Aceh, one of the efforts made is to revise Aceh's Qanun (regional regulation) Number 11 of 2018 concerning Sharia Financial Institutions (LKS).

"The enhancement of the qanun opens up opportunities for conventional banks to resume operations in Aceh," said Aceh Government Spokesperson Muhammad MTA, in Banda Aceh as reported by ANTARA, Monday, May 22.

As is known, after the implementation of the LKS qanun since 2018, all conventional banks have left Aceh. Currently, Aceh only has two banks, namely Bank Aceh Syariah (BAS) and Bank Syariah Indonesia (BSI).

Regarding the revised plan, the Acting Governor of Aceh has also submitted the plan to change the LKS qanun to the Chairman of the Aceh People's Representative Council (DPRA) for further discussion by the Aceh parliament.

MTA explained that basically the Aceh Government agreed on the plan to revise the LKS qanun, and specifically had written to the DPRA since October 2022 regarding the review of the regulation.

The discourse of this change, said MTA, is the aspiration of the community, especially business actors, because then it needs to be reviewed and reanalyzed for the dynamics and problems of the implementation of the LKS qanun so far.

MTA said that the case that befell BSI recently could be a reference for the DPRA in perfecting the implementation and implementation of the LKS qanun.

"This includes reviewing compensation from any potential that is detrimental to customers who may be neglected in the qanun, and restoring conventional bank operations," he said.

MTA said that until now Islamic banking infrastructure in Aceh has not been able to answer the dynamics and socio-economic problems, especially regarding the reality of national and international financial transactions for business actors.

As part of the Indonesian people who certainly have national and international economic activities, the existence of conventional banking is actually not something that resistance must be built.

"However, strengthening Islamic banking is also our priority as an area or region that has specialities," he said.

According to him, the Aceh government in December 2020 once submitted a plan for a conventional bank operational extension scheme until 2026 based on a meeting between banking actors and businessmen attended by the Aceh Government on December 16, 2020 in Banda Aceh.

"Pros and cons are commonplace, even so let's give DPRA time as a representative of the Acehnese people to study and analyze as an evaluation policy for this LKS qanun for a better improvement," said MTA.
