JAKARTA - The DKI Jakarta Provincial Government projects the investment value for the construction of the Jakarta LRT on the Velodrome-Manggarai route of IDR 4 trillion. The plan is for the budget needs to be allocated from the 2023 and 2024 APBD through regional capital participation (PMD) to BUMD.
Responding to this, the Chairman of Commission B of the DKI Jakarta DPRD, Ismail suggested that the DKI Provincial Government seek other sources of funding that could cover development needs. Therefore, not all funds for the construction of the LRT phase @B are disbursed from the APBD.
"The need for the budget is not necessarily 100 from PMD," said Ismail when contacted, Thursday, May 11.
Ismail said that the DKI Provincial Government can seek funding in various ways, such as taking income outside of LRT (non-farebox) or corporate social responsibility (CSR) tickets.
"We will discuss financial blending into mixed funding, that's it. This is something that can be studied as well so that it doesn't become a burden on the APBD either," he said.
In fact, Ismail admitted that the Commission for the Economy of the DKI Jakarta DPRD supports the acceleration of the construction of the Velodrome-Manggarai LRT which is targeted to operate in 2024.
"Actually, for the 1B phase of the LRT, there has been a study in advance. Based on the study, it is considered quite effective in unraveling congestion. So, it's just a matter of how the financing scheme is and optimizing the route when it is realized," said Ismail.
It is planned that the 1B phase of the Jakarta LRT has 5 stations with a length of 6.4 kilometers, namely Youth Station, BPKP Station, Pramuka Market Station, Matraman Station, and Manggarai Station.
So far, as many as 6 LRT stations have operated with a length of 5.2 kilometers in phase 1. So, if the 1B phase has been built, the Jakarta LRT has a route length of 12.2 kilometers with 11 stations ranging from Pegangsaan Dua Station to Manggarai Station.
In continuing the construction of the LRT Jakarta route Velodrome-Manggarai, the DKI Provincial Government provided regional capital participation (PMD) of IDR 916 billion sourced from the APBD for the 2023 fiscal year.
If not delayed, the construction work on the light train with the Velodrome-Manggarai route is planned to start in August this year. It is targeted that the Jakarta LRT with the Velodrome-Manggarai route can operate in a limited way by 2024.
When fully operational, the Jakarta LRT is targeted to carry 185 thousand passengers per day. However, based on the results of a feasibility study or feasibility study, the estimated passengers of the Jakarta LRT are around 80 thousand to 100 thousand passengers per day.
