Law On Kompolnas, Commission III DPR Finds Out The Election Mechanism For Candidates For Chief Of Police

JAKARTA - Commission III of the DPR summoned the National Police Commission (Kompolnas) in a closed public hearing (RDPU).

According to Kompolnas Daily Chairman Benny Mamoto, in addition to finding out about the mechanism for selecting the National Police Chief candidate, the parliament also asked for input regarding the implementation of the due diligence on the sole candidate for Chief of Police, Komjen Listyo Sigit Prabowo.

"Commission III asked for input from Kompolnas first on how the process up to five names was submitted to the president. How is the mechanism," Benny told reporters after a meeting at the Parliament Complex, Senayan, Central Jakarta, Monday, January 18.

Benny explained that before submitting five names to President Joko Widodo (Jokowi) they had done a number of things including focus group discussions (FGD) three times with active Polri members from batch 1989 to 1995, community representatives, and retirees from the National Police Chief to the Deputy Chief of Police.

"So from the results, we then compile the criteria for the National Police chief expected by the community," he said.

"After that, we will collect data on the three-star active police, with a total of 14 people. So, from those 14 then we start the selection, the service age of the service period is less than two years, we drop more than two years. That means a lot less, "he added.

Not only that, Kompolnas also dropped the names of the Bhayangkara Corps officials who had never been Kapolda. "Furthermore, it continues to be narrowed down to five (name, red)," said Benny.

Of the five names of candidates for the National Police Chief, then Kompolnas again analyzed in terms of strength, weakness, opportunity, and threats (SWOT). "That is what we propose to the President and the President to choose. And after choosing that, then today we are asked for input for the fit and proper test material later," he said.

It is known that the closed meeting was attended offline by National Police Daily Chairman Benny Mamoto and a number of other commissioners. Meanwhile, the Chairman of Kompolnas who is also the Coordinating Minister for Political, Legal and Security Affairs Mahfud MD was present virtually.

The fit and proper test for Listyo will be held on Wednesday, January 20.

As previously reported, the People's Representative Council (DPR) received a Presidential Letter regarding the name of the candidate for Chief of Police of the Republic of Indonesia.

The Surpres number: R-02 / Pres / 01/2021 was conveyed by the Minister of State Secretary Pratikno to the Chairman of the Indonesian Parliament Puan Maharani, at the Parliament Building, Jakarta, Wednesday, January 13.

"On this day, President Joko Widodo has submitted a proposal from the Chief of Police to the Indonesian Parliament, on behalf of Komjen Listyo Sigit Prabowo, to obtain DPR approval," Puan said in his official statement some time ago.

Since the beginning, Listyo's name was included in the National Police candidate exchange. According to the Coordinating Minister for Political, Legal and Security Affairs as well as the Chairperson of Kompolnas, the name Listyo was presented to President Jokowi under another name.

"These are the five Komjen that were proposed to the President by Kompolnas to be selected as candidates for the National Police Chief. Gatot Edy Pramono, Boy Rafli Amar, Listyo Sigit Prabowo, Arief Sulistyanto, Agus Andrianto," Mahfud was quoted as saying on his Twitter account, Friday, January 8.

This name was presented to President Jokowi because they were considered competent during their tenure. "The five people are considered to meet the requirements of professionalism, loyalty, flight hours," he said.
