JAKARTA - Director of PT Tabi Bangun Papua, Rijatono Lakka, was charged with giving bribes worth IDR 35.429 billion to Lukas Enembe in the form of cash and the construction of assets belonging to the Governor of Papua for the 2018-2023 period. "The defendant Rijatono Lakka together with Frederik Banne gave a total prize of Rp35,429,555,850 consisting of Rp1 billion in cash and the construction or physical renovation of assets amounting to Rp34,429,555,850 to Lukas Enembe as the Governor of Papua for the period 2018-2023," said KPK Public Prosecutor (JPU) Wawan Yunarwanto at the Jakarta Corruption Court (Tipikor), Antara, Wednesday, April 5. Rijatono Lakka is the Director of PT Tabi Anugerah Pharmindo which is engaged in medical equipment, the pharmaceutical and medicine industry, the Director of PT Tabi Bangun Papua, which is a company in the construction and building sector, as well as the owner of the benefits of CV Walibhu. Meanwhile, Frederik Banne is a staff of PT Tabi Bangun Papua and CV Walibhu. "With the intention that Lukas Enembe together with Gerius One Yoman as Head of the Papua Public Works and Spatial Planning (PUPR) Office (PUPR) for the 2018-2021 period, the companies used by the defendant were won in the procurement of goods and services project within the Papua Provincial government for the 2018-2021 budget year," added the Wawan prosecutor. The initial introduction of Rijatono to Lukas Enembe in 2017 when Rijatono carried out renovations at Lukas' private house. "When the term of office ended, Lukas Enembe volunteered as a candidate for governor of Papua 2018-2023, because the defendant as Chairman of the Toraja Family Association (IKT), Lukas Enembe asked the defendant to be a successful team," added the prosecutor. Lukas Enembe then won as Governor of Papua and Rijatono also asked Lukas Enembe for a job as compensation. At the request, Lukas asked Rijatono to provide a fee for the projects obtained. Lukas then ordered Gerius One Yoman as the Head of PUPR Papua to help Rijatono get the project. The trick is to provide a reference framework (KAK) and details of unit prices at the estimated price (HPS) of the PUPR Service projects that will be auctioned off. In addition, the Papua Province Procurement Service Bureau also won the Rijatono company because it knew the company was a gift from Lukas. Rijatono then also founded CV Walibhu and also borrowed the flags of a number of companies while working on the project. For the intervention of Lukas Enembe through Gerius One Yoman, during 2018 - 2021 Rijatono, 12 projects were sourced from the Papua Regional Budget with a total project value of Rp. 110,469,553,936. The 12 projects are the construction of office houses for stages I and II, capital expenditure for equipment and procurement of furniture, construction of support for office houses, improvement of Entop-Hamadi roads, procurement of modular "operating theaters", renovation of facilities and infrastructure supporting PAUD integration, improvement of Entro-Hamadi roads, talud (land reservoirs) softball and baseball at Cendrawasih University, arrangement of venues for shooting outdoor AURI, construction of fences around the venue for shooting AURI and coastal safety Holtekam. The "fee" form given by Rijatono to Lukas Enembe was Rp1 billion which was sent to a bank account in the name of Lukas Enembe and the construction or physical renovation of Lukas Enembe's assets through CV Walibhu with Frederik Banne as the executor of Rp34,429,555,850. Boutics in Jayapura worth IDR 44,583,000 For his actions, Rijatono was charged with Article 5 paragraph 1 letter a or Article 13 of Law No. 31 of 1999 as amended by Law No. 20 of 2001 concerning the Eradication of Criminal Acts of Corruption in conjunction with Article 55 Paragraph (1) of the 1st Criminal Code in conjunction with Article 64 paragraph (1) of the Criminal Code. This article regulates people who give something to civil servants or state administrators with the intention that these civil servants or state administrators do or do not do something in their positions, which is contrary to their obligations with the threat of a minimum sentence of 1 year in prison and a maximum of 5 years in prison and a fine of at least Rp. 50 million and a maximum of Rp. 250 million.
