JAKARTA - The Ministry of Health (Kemenkes) has denied that the Draft Health Law has resulted in degradation of the quality of the work of doctors and health workers, in terms of the registration certificate (STR) which can be valid for life. The Director General of Health Workers at the Ministry of Health, Arianti Anaya, emphasized that their quality will be maintained because health workers are still required to meet periodic competencies through a periodic competency fulfillment system when extending the practice permit (SIP). Arianti said that competency requirements will be inherent in SIP through the fulfillment of credit points (SKP) as currently in effect so that the quality of doctors and health workers will be maintained. “ So, it is not true that the issue circulating if a lifelong STR will fertilize the practice of shaman doctors or quiver doctors or fake doctors because they are still required to obtain competency certificates through fulfilling SKP as is the current practice. Their quality is maintained. The difference is that competency certificates will be attached to the valid SIP extension every 5 years, ” said Arianti in her statement, Sunday, April 2. Arianti explained that currently doctors and health workers are required to take care of the extension of STR and SIP every 5 years through many stages of bureaucracy, validation, and recommendations so that many doctors and health workers feel burdened, including the costs incurred. Meanwhile, the government wants to simplify the process to make it easier in the Health Bill. " “ So later the SIP will be extended. The purpose of simplifying this licensing is so that doctors and health workers are not burdened much so that they can calmly carry out their noble duties,” he said. In this regard, Arianti admitted that the Ministry of Health proposed in the bill later so that the fulfillment of the competence or fulfillment of SKP adequacy was the basis for providing SIP and no longer needed a letter of recommendation from professional organizations like today. To meet the adequacy of SKP, doctors and health workers must collect certain SKPs that are included in an information system controlled by the central government. A new practice permit is issued by the local government, both the Health Office or one-stop integrated services (PTSP) if doctors and health workers have met the adequacy of certain SKPs in the SI. A number of experts and health professional organizations have criticized a number of rules amended in the Draft Law (RUU) on the Omnibus Law on Health. Chairman of the Association of Indonesian Public Health Experts (IAKMI) Ede Surya Darmawan highlighted the plan to change the validity period of the registration certificate (STR) for health workers from a period of 5 years to no time period.
