JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono issued rules for ASN working hours within the DKI Jakarta Provincial Government during Ramadan. ASN DKI Provincial Government entered work from 07.00 WIB to 14.00 WIB.
The working time of ASN in the capital city is one hour faster than other regional ASN who follow the rules from the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB).
Head of the DKI Jakarta Regional Personnel Agency (BKD) Maria Qibtya explained a number of reasons Heru decided to arrange for faster working hours. One of them is to reduce congestion.
"The background is to reduce congestion, reduce buildup, increase productivity, increase discipline, and give time to worship," Maria told reporters, Friday, March 24.
Although working hours are faster, Maria emphasized that the duration of ASN work within the DKI Provincial Government and other regional civil servants is no different.
"The duration is the same, the important thing is one day 6.5 hours or 32.5 hours per week," he said.
For information, the rules for ASN working hours during Ramadan 2023 or 1444 Hijri are contained in the Decree of the Governor of DKI Jakarta Number 199 of 2023 concerning Working Hours During the Holy Month of Ramadan in 2023 M/1444 H.
In this regulation, on Monday to Thursday, the ASN of the DKI Provincial Government will come to work from 07.00 WIB and return to work at 14.00 WIB. The rest time is 12.00 WIB to 12.30 WIB.
Especially on Friday, ASN working hours start at 07.00 WIB until 14.30 WIB. Rest time on Friday at 11.30 WIB until 12.30 WIB.
Heru continued, this working hours arrangement does not apply to ASN employees who provide direct services to the community or work in working groups that operate 24 hours per day in turn.
Among them are regional public hospital employees, regional special hospitals, health centers, the DKI Fire and Rescue Service, the DKI Transportation Service, the DKI Civil Service Police Unit, and school teachers/guards at the DKI Jakarta Education Office.
"The arrangement (work hours) is carried out by each head of the regional apparatus," Heru wrote in the SE.
Meanwhile, Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas also regulates ASN working hours during Ramadan 1444 Hijri in Circular (SE) Number 6/2023 concerning Working Hours for State Civil Apparatus Employees in the Month of Ramadan 1444 Hijri in the Government.
In the SE, it is stated that government agencies that impose five working days apply working hours during Ramadan to 08.00-15.00 on Monday to Thursday, and for rest hours are given at 12.00-12.30. Especially for Fridays, working hours are at 08.00-15.30 with break hours at 11.30-12.30.
Meanwhile, for government agencies that implement six working days, working hours will be 08.00-14.00 on Monday to Thursday and Saturday, with a break time of 12.00-12.30. As for Friday, ASN working hours are 08.00-14.00, with a break time of 11.30-12.30.
