JAKARTA - Chairman of the Working Committee (Panja) of the Draft Law on the Protection of Domestic Workers (RUU PPRT) of the DPR RI Willy Aditya said that until now the bill has not been finalized because it is still stuck at the desk of the Chairman of the DPR RI, Puan Maharani.

Willy also threatened to report Puan to the House of Representatives Honorary Court (MKD) because three times the letter was ignored.

Willy said that the Legislation Body (Baleg) of the DPR RI had originally completed the draft and academic text of the PPRT Bill in 2020 to be followed up at the plenary meeting of the DPR RI and ratified into the proposed DPR initiative bill.

As Chair of the PPRT Bill Working Committee, he admitted that he had also written several times to the leadership of the DPR RI so that the PPRT Bill would be immediately finalized. Likewise, he continued, the DPR RI Deliberative Body (Bamus) has submitted a similar request.

"This has never been processed, I have written three times asking to be given time to explain this. It has been several times but has never been heeded at all," he said.

For this reason, he questioned why the leadership of the DPR RI has not yet processed the PPRT Bill to be finalized. Moreover, he continued, the President of the Republic of Indonesia, Joko Widodo, has also issued a statement asking the DPR RI to speed up the discussion of the PPRT Bill into law.

If the PPRT Bill has not been followed up, Willy said he would take firm steps by reporting the leadership of the DPR RI to the Honorary Court of the Council (MKD) of the DPR RI.

"We have to take it to a further way, using the mechanism too, our leadership has to report it to the MKD," said the Deputy Chairman of the Legislation Body (Baleg) of the DPR RI.

According to him, the PPRT Bill has urgency to provide legal certainty for workers in the domestic or household sector, because Law Number 13 of 2003 concerning Manpower has not regulated the relationship between household workers.

He assessed that the Regulation of the Minister of Manpower (Permenaker) Number 2 of 2015 concerning the Protection of Domestic Workers was also not strong enough to provide protection for household workers.

"For that we need a law that can provide legal certainty for those who work in the household sector," said Willy.

Earlier, last Wednesday, January 18, President Joko Widodo asked the DPR to speed up the discussion of the Draft Law on the Protection of Domestic Workers (RUU PPRT) to become a law.

"To speed up the stipulation of the PPRT Law, I order the Minister of Law and Human Rights and the Minister of Manpower to immediately coordinate and consult with the DPR and with all stakeholders or stakeholders," said President Jokowi at the Merdeka Palace, Jakarta.
