JAKARTA - Executive Director of the Indonesian Police Strategic Studies Institute (Lemkapi) Edi Hasibuan said the Ministry of Finance (Kemenkeu) and the Attorney General's Office (Kejagung) have not fully supported the National Police in implementing an electronic ticket or ETLE.

"The Ministry of Finance and the Attorney General's Office still half-heartedly supports the implementation of the electronic ticket policy, even though it can become trillions of rupiah in state revenue every month," said Edi in a written statement, Wednesday, January 25, quoted by Antara.

After all, he continued, if the electronic ticket is managed properly throughout Indonesia, it will give birth to law enforcement that is transparent and of course can bring in very large Non-Tax State Revenue (PNBP).

The impact of support that has not been maximized, he said, is feared to disrupt the implementation of electronic ticketing in the future because the budget for operational costs in the field has not been fully supported.

"We ask the President to immediately appoint relevant ministries and institutions to immediately coordinate with the police for the smooth running of the ETLE system," said the academic from Bhayangkara University Jakarta.

According to him, the electronic ticketing policy, which is the flagship program of the National Police Chief General Pol Listyo Sigit Prabowo, has proven that there is no longer discrimination and no longer knowing "peace" on the spot.

He said all regional police and most of the police currently have implemented electronic ticketing but the sending of ticketing letters from officers to the public has not received operational funding support.

"The problem of operating this electronic ticket requires coordination and support from the relevant ministries and institutions so that all operational funds are fully borne by the state," he said.

This means, said Edi, all the operations of this ticketing system must be supported by other relevant ministries and institutions, including the Ministry of Finance and the AGO.

He said, since the electronic ticketing was implemented in 2021, of the 40 million ticketings made by the National Police throughout Indonesia since 2021, only a few percent of the tickets have been completed by people who violate traffic.

"There must be a quick solution so that the operational budget support for electronic ticketing is well-organized," he added.

Previously, the Traffic Director of Polda Metro Jaya Kombes Pol Latif Usman in collaboration with Commission B of the DKI Jakarta DPRD, Tuesday admitted that the budget for sending electronic ticketing was very limited.

"Traffic violations in the Polda Metro Jaya area reach around 12 thousand per day in 2022 but only 800 tickets are sent," he said.

Latif said the cost of sending a ticket per Rp6,300 through PT Pos Indonesia requires a fee of Rp75.6 million per day for 12 thousand tickets per day. If calculated in 30 days, the shipping fee is estimated to reach Rp2.26 billion.

Latif explained that the ticket payment did not go into the DKI Provincial Government's cash, but went to the state treasury through the prosecutor's office.
