National Human Rights Commission's Annual Records, The National Police Are The Most Complaints Of Human Rights Violations

JAKARTA - The National Human Rights Commission (Komnas HAM) recorded 5,306 cases of alleged human rights violations in the 2022 period. In fact, the National Police is the institution most complained about in this regard.

"During 2022, 5,306 public complaint files have been received regarding alleged human rights violations. Of the total files, 2,577 cases of alleged human rights violations were reported by the public," Komnas HAM's official statement was quoted as saying by VOI, Saturday, December 10.

Of these, 1,019 cases were recorded and continued by Komnas HAM through monitoring mechanisms, investigation of 534 cases and mediation of 257 cases. While the rest are still in the process of analyzing complaints.

Based on the data, there are three parties who are defendants, namely, the National Police, corporations, and the Central Government.

"What is handled by the monitoring and investigation mechanism is the police with 232 complaints, 75 corporations with complaints, and the central government with 54 complaints," he said.

"The three rights that have been violated in these cases are the right to obtain justice, the right to welfare and the right to security," he continued.

In addition, Komnas HAM also noted that the most human rights violations occurred in five regions, namely North Sumatra, Jakarta, West Java, Central Java, and Banten.

"One of the reasons is agrarian policies and governance which still ignores and violates human rights. The cases that were reported were murder, violence, intimidation, occupation, land grabbing, and the disappearance of cultural identities," he wrote.

Komnas HAM recommends for police institutions to reform the implementation of the Bhayangkara Corps's duties prioritizing the human rights approach.

"The police of the Republic of Indonesia is to continue and prioritize the agenda of Police Reform to strengthen professionalism and accountability, so that the implementation of the duties of the Indonesian National Police further prioritizes the human rights approach to services and protection for the community," he said.

Meanwhile, for the government regarding agrarian conflicts and natural resources, it is recommended to take further steps in its management. Thus, everything goes according to applicable regulations.

"By improving agrarian governance within the Ministry of ATR/BPN, the Ministry of Environment and Forestry, the Ministry of SOEs, and other relevant ministries/state institutions, and taking steps and policies to handle alleged violations of living space rights related to business and corporate practices," he said.
