The DKI Provincial Government Claims For The 2023 APBD Prioritized For Floods, Reviews, And Anticipation Of Recession

JAKARTA - The DKI Jakarta Provincial Government together with the DKI Jakarta DPRD have agreed on the DKI Jakarta Regional Revenue and Expenditure Budget Draft (RAPBD) for the 2023 fiscal year of IDR 83.78 trillion. Head of the DKI Jakarta Regional Financial Management Agency (BPKD) Michael Rolandi Cesnanta Brata claims that the majority of budget allocations are prioritized on the three priority programs that have been launched by the Governor of DKI Jakarta, Heru Budi Hartono, since the beginning of his tenure, namely flood management, traffic jams, and anticipation of the impact of recession. "The draft APBD for Fiscal Year 2023 is focused on 3 priority programs with an allocation of 41.27 percent of the APBD through regional spending and capital participation, namely flood control, handling congestion, and anticipating the impact of reducing economic growth," Michael said in his statement, Tuesday, November 29. Michael explained that the activities that will be carried out by the DKI Provincial Government in flood control include the infrastructure development of flood anticipation programs such as reservoir construction, coastal safety embankments, pump procurement and sluice gates, and others, as well as operational and post-disaster activities in the form of flood pump maintenance, drainage channels, green open space management, and others. Then, priority activities in handling congestion include the construction of congestion-resolved infrastructure such as MRT, LRT, and other projects, as well as operational activities such as the distribution of Transjakarta operational subsidies, MRT, LRT, school bus transportation services, and others. Then, priority activities in order to anticipate the impact of the economic recession, among others, for the distribution of cheap food (food subsidies), Smart Jakarta Card (KJP), Jakarta Elderly Card (KLJ), Jakarta Disability Card (KPDJ), Jakarta Children's Card (KAJ), School Operational Assistance (BOS) and Operational Implementation Assistance (BOP) for students at all levels, as well as distribution of aid in the health sector, workforce, tourism, and so on. "The DKI Jakarta Provincial Government always maintains harmony and consistency with priority programs that have been prepared in the planning document and implementation of major projects that have been stated in the 2023 National Strategic Project," he said. In addition, the DKI Provincial Government has also allocated regional spending for the education sector at 21.09 percent of the RAPBD value. This follows the mandate of Article 31 paragraph (4) of the 1945 Constitution which states that the state prioritizes the education budget of at least 20 percent of the APBD. Then, the allocation of health minimum service standards is 13.47 percent of the APBD, in accordance with the mandate of Law Number 36 of 2009 concerning Health that local government health budgets are allocated at least 10 percent of the APBD. Furthermore, the 2023 RAPBD also allocates the remaining budget for basic urban services, rooms, economy, sertta for providing social assistance and public services.
