JAKARTA - The two candidates for Deputy Governor of DKI, Nurmansjah Lubis from PKS and Ahmad Riza Patria from Gerindra, are getting closer to members of the DKI DPRD. Currently, Nurmansjah has visited the PDIP, PSI, and Golkar factions, then will be continued with other factions. Meanwhile, Riza schedules to introduce herself to the factions starting next week.

Representatives from the DPRD faction considered that the two candidates were not sufficiently active just by lobbying the parties in the DKI parliament. Nurmansjah and Riza must undergo a fit and proper test, as was the case with previously expelled cawagub candidates, namely Agung Yulianto and Ahmad Syaikhu.

The head of the PSI faction of the DKI Jakarta DPRD, Idris Ahmad, stated that their eight members of the faction would not cast their votes if PKS and Gerindra did not hold a fit and proper test for the candidate for assistant to the Governor of DKI Jakarta Anies Baswedan. The reason is, said Idris, the DPRD as the representative of the people of DKI is thirsty to know the capabilities of Nurmansjah and Riza in dealing with problems in DKI.

"There needs to be a fit and proper test. Or at least a vision and mission test, we heard. The RT / RW election period uses vision and mission, how do we listen to the promises," said Baco.

"If there is no commitment and fit and proper test, there will be no obligation later, there is no burden and responsibility. If there is a fit and proper test, we can know what his commitment is," he continued.

Furthermore, Deputy Chairperson of the DPRD from the PAN Faction Zita Anjani considered the fit and proper test as a measure of how much the two vice governorates understand the problems and policies in Jakarta. In addition, there must be things that can be mastered by candidates, such as the former Deputy Governor of DKI, Sandiaga Uno, who is known as a person who understands economic problems.

"At least, (the new Deputy Governor) will not lose to the scale like Pak Sandiaga Uno. If Mr. Sandiaga Uno is ten, the new Deputy Governor is nine," said Zita.

"He must understand the culture in Jakarta as well, Betawi culture and we have multiculture, then know the strategic Regional Regulations like anything in Jakarta, understand the concept in Jakarta in the next 10 or 20 years," he added.

Gerindra who can't help

When they only brought in the two vice governorates, PKS and Gerindra felt they did not need to hold a fit and proper test. According to them, Nurmansjah and Riza were widely recognized as capable people.

On the other hand, PKS President Sohibul Iman fully supports the encouragement of a number of factions so that the DKI Deputy Governor candidates carry out a due diligence. Given, the two old candidates from PKS who have fallen, namely Agung Yulianto and Ahmad Syaikhu have undergone a fit and proper test by a special committee of the DKI DPRD, even before they were determined as definitive candidates.

Currently, the DPRD is arranging the schedule for the joint leadership meeting (rapimgab). In the Rapimgab, the DPRD will ratify the rules for the election of DKI Deputy Governor that have been drawn up by a special committee (special committee). The election plenary meeting will be held if the number of members of the DKI DPRD who are present meets the quorum requirements, namely 50 percent plus one person. The number of members of the DKI DPRD is 106 people. Thus, a meeting is considered a quorum if at least 54 members are present.

There are two election processes that will be held by the DPRD. First, the elected cawagub must get 50 percent of the votes plus one of the number of DPR members present. Second, the cawagub can win the election if it is elected the most by DPRD regardless of the number of members present.
