4 Scenarios For The Transfer Of ASN To The New Capital City, Schedule, To Facilities That Can Be Obtained By Civil Servants

YOGYAKARTA The transfer of the State Civil Apparatus (ASN) to the State Capital of the Archipelago in East Kalimantan will be carried out. In the transfer there will be several scenarios for the transfer of ASN to the New Capital.

Four scenarios will be used in the transfer of ASN to IKN by looking at the realization of the development of supporting systems in the new capital. This was explained by the Minister of Administrative Reform and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas.

"There are (scenarios) 1, 2, 3, and 4. It's roughly like that because later the function of business services can still be in Jakarta, but the function of supporting policies will be there," Azwar explained at the Presidential Palace complex, Jakarta, as reported by ANTARA, Wednesday, October 19.

The four scenarios provided are as follows.

Regarding the schedule for moving ASN to the new capital, it is not certain, but Azwar said that the transfer will be carried out in 2024. The selection of the transfer scenario itself will be based on the number of selected ASN apparatus or human resources (HR).

In addition, the government will also see the realization of the development of the supporting system in the new capital, including the provision of spatial planning, office availability, to priorities in government affairs.

For ASN who will be transferred to IKN, they will get several transfer facilities. This is as stated by the Director of State Apparatus of the Ministry of National Development Planning (PPN)/Bappenas Prahesti Pandanwangi.

"(For) who the cost of moving is, first the ASN itself, then one partner, two children, and a household assistant," Prahesti said in a webinar held by the National Research and Innovation Agency (BRIN), Thursday, April 14.

Later ASN will get financing such as daily money, transfer costs, transportation costs, and waiting costs.

Money is given during the transfer process, while the cost of goods includes the cost of packing and shipping. Meanwhile, the cost of transportation is calculated from the airport to the Nusantara IKN which includes plane tickets and car rental costs for the first 1 month. Meanwhile, the waiting fee is the cost of lodging that is needed when transiting in Balikpapan.

Prahesti explained that the criteria for transferred ASNs are dominated by employees at a young age, namely being vulnerable to 30-39 years with a percentage of 34.5 percent.

In addition, 28.8 percent will be filled by ASN aged 40-49 years, then 19.8 percent will be filled by ASN aged 50-60 years.

In addition to age, the majority of ASN to be transferred to IKN are men with a percentage of 54 percent, while female ASN is 46 percent.

The majority of ASN to be brought to IKN have a bachelor's degree of education, namely 51.3 percent, then ASN with an undergraduate education of 26.7 percent, and D-III with 14.8 percent.

As mentioned earlier, the Government will build infrastructure and support capacity first so that ASN feels comfortable with its new environment. The carrying capacity in question is the carrying capacity of education, health, and the environment.

Menpan RB Abdullah Azwar Anas gave an example of adequate infrastructure such as school development from kindergarten level to quality universities. In addition, there are public facilities such as hospitals, places of worship, and social facilities.

"The air is good, there is no pollution in vehicles, and all of them are electric. People will move there," he said.
