JAKARTA - Member of the PSI DPRD DKI Jakarta Fraction August Hamonangan explained the reasons for his faction participating in the special committee discussion meeting on the increase in the annual work plan budget (RKT) of the DKI DPRD. PSI later expressed its rejection of its final statement at the plenary session.

August considers that the discussion on the draft APBD for the 2021 budget year that will be discussed at the end of this year is running in a very narrow time. Actually, PSI still wants to review the budget increase.

"The increase in revenue by parliamentarians actually takes time to be reviewed, but the timing is very tight. We also have no clarity on which regulations are more detailed," August said in a virtual press conference, Thursday, December 3.

During the RKT discussion, the PSI faction in the DPRD did not show any rejection because it still submitted the results of the discussion meeting to the DPW and DPP parties.

Until finally, the Acting Chairman of PSI, Giring Ganesha instructed his factions in the DPRD to convey their rejection of the RKT increase in the faction's general view at the plenary session of General Budget Policy and Temporary Budget Ceiling Priority (KUA-PPAS).

"Until there is a general view at the plenary session, we clearly say we reject, do not agree with the increase in DPRD revenue that is in the RKT," said August.

This was emphasized by the Chairman of the Jakarta PSI DPW, Michael Victor Sianipar. Victor said that the faction's binding decision was based on the general view of the plenary session.

"The key is in the internal meeting towards the general view of the plenary session. If asked what the party's attitude is? Yes in the general view of the faction," he said.

Victor also said that the opinion of one of the PSI faction members who did not express rejection during the RKT special committee discussion process was not PSI's official position.

"If our members have ever spoken out here and there, we will return it again, what is the general viewpoint of the faction? If it does not appear in public view, it is not the party's attitude," he said.

Previously, the head of the Special Committee for RKT DPRD DKI, Mohamad Taufik, also regretted the attitude of the Indonesian Solidarity Party (PSI) on the order to reject the proposed increase in allowances for activities in 2021.

He conveyed, in every special committee meeting and joint leadership meeting (gapimgab) related to the preparation of the work plan for 2021, representatives of the Jakarta DPRD PSI faction who are members of the special committee agreed to all discussions.

"PSI agreed and signed the joint leadership (rapimgab) RKT DKI DPRD. But, really, they even spoke oddly about rejecting it outside. Don't be like that, it has to be fair. This is the name, damaging the institution," said Taufik.

For information, in the draft APBD for DKI 2021, the RKT for each DPRD member reaches Rp. 8,383,791,000. This budget is direct income in the form of salaries and allowances, indirect income, as well as socialization and recess costs.

So, if this is multiplied by 106 members of the DPRD DKI from all factions, it takes a budget of Rp. 888,681,846,000 in one year.

Chairman of Commission A from the DKI DPRD Democratic Faction, Mujiyono explained that not all of these budget increases will go into the private pockets of DPRD members. He said the increase in direct income was only in housing allowances and transportation allowances.

"What increases is only housing and transportation allowances and that is in accordance with the rules. Other allowances do not increase. The rest is another budget for activities for the community," said Mujiyono.
