JAKARTA - Former Director General (Dirjen) of Horticulture, Ministry of Agriculture (Kementan) Hasanuddin Ibrahim was charged with committing a criminal act of corruption that cost the state finances or the state economy Rp12,947,841,604 or Rp12.9 billion. "(The defendant's actions) have harmed the state finances of the Ministry of Agriculture in the amount of Rp. 12,947,841,604, as stated in the Examination Report (LHP) of the Supreme Audit Agency (BPK)," said Corruption Eradication Commission (KPK) prosecutor Dian Hamisena in a trial at the Corruption Court (Tipikor), Jakarta, Antara, Wednesday, September 28. Hasanuddin's corruption was related to the procurement of cultivation facilities that support the control of plant disruptive organisms (OPT) in the context of spending on other physical goods at the Directorate General of Horticulture at the Indonesian Ministry of Agriculture in the 2013 fiscal year for the community or local governments. According to the KPK prosecutor, Hasanuddin increased the volume of activities in budgeting without conducting analysis or identifying actual needs. He also directed the specifications for procuring fertilizers to the Rhizagold brand and inflated the price of procurement goods. Next, Hasanuddin also decided on the decision of the aid recipient farmer group to precede the actual date. These actions are considered contrary to the Presidential Regulation of the Republic of Indonesia Number 54 of 2010, as amended by Presidential Regulation Number 70 of 2012 concerning the Procurement of Government Goods/Services. Hasanuddin's actions have enriched himself, other parties, and corporations. The other parties who benefited were the official commitment maker (PPK) at the Directorate General of Horticulture Eko Mardiyanto in the amount of Rp. 1.05 billion, President Director of PT Hidayah Nur Wahana (HNW) Sutrisno in the amount of Rp. 7.3 billion, brother Hasanuddin Nasser Ibrahim in the amount of Rp. 725 million, and owner of PT Karya Muda Jaya (PT KMJ) Subhan in the amount of Rp. 195 million. Then, Ridho Putra's CV enriched in the amount of Rp. 1.7 billion, PT HNW Rp. 2 billion, and CV Danaman Surya Lestari in the amount of Rp. 200 million. For his actions, Hasanuddin was charged with violating Article 2 paragraph (1) or Article 3 of Law Number 31 of 1999, as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.
