The New Capital Is Predicted To Be The Same As DKI Jakarta

JAKARTA - In the 2020 Leadership Meeting (Rapim) of the Ministry of Defense, TNI and Polri, President Joko Widodo provided directions on several matters. One of them, he wanted to move the capital city to East Kalimantan not only means moving buildings but also changing the mindset and work of government institutions.

Even though Jokowi is so sure, later this new capital city will be different from DKI Jakarta, however, the skepticism remains. Public policy observer, Trubus Rahardiansyah, is of the view that this new capital city will be the same as Jakarta, which is congested, congested and flooded.

To VOI, Trubus explained, this new capital city will be the same as Jakarta because urbanization will occur in the region. This is because the Indonesian people view that the capital city is a place to try their luck and seek profit.

"So in my opinion, it will not be much different from Jakarta now in the long term. Maybe, 10 years after it becomes so, yes, because of the current urbanization also going there," he said when contacted by telephone, Saturday, January 25.

He assessed that it would be very difficult for the government to focus the new capital into the center of government while the business center remains in Jakarta.

"Yes, that is the assumption of Bappenas, the government, but in practice it is not that easy because it concerns human behavior. As long as there is no equitable development, it will be the same," he said.

Jokowi hopes that the wheels of government can run better because the work patterns of the state civil apparatus (ASN) can change in this new capital. However, for Trubus this seems difficult to happen. Moreover, reflecting on the results of the Indonesia Development Monitoring (IDM) survey, it was also stated that as many as 94.7 percent of ASNs refused to have them transferred to the new capital.

This rejection, based on the survey results, occurred because they were concerned about the lack of quality health and education facilities for children there. In addition, some of those who refused also reasoned because they were afraid that their salary would not be sufficient to live in the new capital.

Reflecting on this, according to Trubus, it would be difficult for the civilian apparatus to work optimally there. Moreover, this move also seemed forced not on their will.

"How can they work optimally if they move because of coercion? This is the totality of being questionable," he said.

Prone to community conflict

Trubus also touched on the conflict between the community. According to him, since the discourse on moving the capital city, there has never been a study so that there is no conflict between the indigenous population and the immigrant population. Moreover, according to him, the government has tended to be slow in resolving horizontal conflicts in various parts of Indonesia.

"The meeting between newcomers and local residents has not yet been studied at Bappenas. ... This means that the potential for violent conflict is very high," said this observer.

Apart from the issue of social conflicts, Trubus also reminded about the potential for agrarian conflicts. "Indeed, there are thoughts in the future regarding the issue of land status. ... This could be an agrarian conflict. While we have no experience in resolving agrarian conflicts in a fair manner. We never did, in fact, what is there is allowed to be prolonged," he said.

Trubus hopes that the government can make equitable development. The area being built is not only a new capital city, but also other areas so that there will be no urbanization or horizontal conflicts in the community.

"Even though it is still far away now, everyone will be close together. Because of the development of this city, not only between departments or between institutions but between residents as well," he explained.

Jokowi is currently focusing on moving the capital city from DKI Jakarta to East Kalimantan to be precise in parts of Panajam Paser Utara and Kutai Kartanegara Regencies.

The former governor of DKI Jakarta has a dream that this city will adopt a speed system and hopes that the transportation system in the city will be different from that in DKI Jakarta because it is fully automatic and electric.

The government is currently stepping on the gas so that this new capital can be implemented as soon as possible. This is evidenced by the completion of the Draft Law (RUU) on relocating the capital city from DKI Jakarta to East Kalimantan.
