Helmy admitted that until now only three OPDs have met the requirements for disbursement of the TPP because the absorption of the budget has reached 40 percent, even more.

The three are the Office of Women's Empowerment and Child Protection (DPPPA), the Civil Service Police Unit (Satpol PP), and the Department of Population and Civil Registration (Disdukcapil).
