BNN And Polri Sign MoU Regarding Drug Abuse Rehabilitation

JAKARTA - The National Narcotics Agency (BNN) together with the Criminal Investigation Unit of the National Police signed a memorandum of understanding (MoU) regarding the rehabilitation of drug abuse.

The purpose behind it is solely to save the younger generation and reduce the number of inmates in correctional institutions (Lapas).

"The National Narcotics Agency of the Republic of Indonesia and the state police of the Republic of Indonesia will continue with a cooperation agreement, especially on the issue of rehabilitation for narcotics abusers and addicts by the Police Criminal Investigation Unit and the Deputy for Rehabilitation of the Indonesian National Narcotics Agency," said BNN Head Komjen Petrus Golose at the National Police Criminal Investigation Agency, Tuesday, July 12.

According to him, rehabilitation is one of the efforts to reduce the burden on prisons, especially regarding capacity. Because, based on the data, almost 50 and 70 percent of the inmates have narcotics background.

"The number of abusers who are included in correctional institutions for big cities is between the numbers above 70 percent, then in the regions around 50 percent," he said.

Then, rehabilitation is also a way to save narcotics abusers compared to having to use law enforcement with punishment.

However, not all of them underwent the rehabilitation process. Because, there are rules that underlie it, such as not being involved with drug networks. Regarding the conditions that must be met, there will be an integrated assessment team. This team will oversee the assessment process.

"The points remain that we cooperate between abusers and addicts in their implementation. So as we know this narcotics or narcotics crime is a victimless crime. Victimless is the perpetrator, he is also the victim," said Petrus.

Furthermore, Petrus said that not only the Police, there were at least seven institutions that participated in the rehabilitation cooperation.

Later, the assessment team will monitor the arrests of abusers by the Police.

"So, there is a process called the integrated assessment team where the leading institution is the Indonesian National Narcotics Agency, then it is also prioritized because many abusers and addicts come from the arrest of the National Police. The law is in addition to the cooperation we signed between 7 ministries and institutions," said Petrus.
