Anies Submits 3 Raperda To DKI DPRD: Regional Financial Management, Transportation Master Plan, And Electronic Traffic Control

JAKARTA - DKI Jakarta Governor Anies Baswedan submitted three draft regional regulations (raperda) to be discussed by the DKI Jakarta DPRD. This Raperda was symbolically handed over by the Deputy Governor of DKI Jakarta, Ahmad Riza Patria, who represented Anies.

The three Raperda submitted were the Raperda for Regional Financial Management, the Raperda for the Master Plan for Transportation, and the Raperda for Electronic Traffic Control.

In that submission, Riza revealed the contents of the Regional Financial Management Raperda covering planning, budgeting, implementation, administration, reporting, accountability, and supervision of regional finances.

Riza said the Raperda for Regional Financial Management was prepared as a derivative rule of Government Regulation Number 12 of 2019 concerning Regional Financial Management, which was followed by the stipulation of Minister of Home Affairs Regulation Number 77 of 2020 concerning Technical Guidelines for Regional Financial Management.

As mandated by Article 3 letter a of the Regulation of the Minister of Home Affairs Number 77 of 2020, that the Regional Regulation governing Regional Financial Management is stipulated no later than 2022.

"So we hereby propose a draft Regional Regulation on Regional Financial Management which will also replace Regional Regulation Number 5 of 2007 concerning Principles of Regional Financial Management," Riza said while reading Anies' speech in the plenary meeting room of the DKI Jakarta DPRD building, Tuesday, 5 July.

Furthermore, Riza delivered an explanation regarding the Raperda of the Transportation Master Plan and Electronic Traffic Control.

Riza hopes that the discussion of the two regional regulations can provide guidelines or guidelines for executives to continue development, especially regarding the transportation sector in DKI Jakarta.

In accordance with the mandate in Presidential Regulation Number 55 of 2018 concerning the Jabodetabek Transportation Master Plan that the Regional Government needs to prepare a derivative Transportation Master Plan.

Regional Regulation Number 1 of 2012 concerning the 2030 Regional Spatial Plan which is currently in the process of being reviewed, he continued, also mandates the alignment of spatial development and transportation. The alignment of development is important to create an inclusive city for its citizens.

"Transportation policies must be implemented with a pull and push strategy mechanism to encourage the shift from private vehicle use to public transportation. Traffic control policies are important to implement considering that transportation accounts for 47 percent of greenhouse gas (GHG) emissions in DKI Jakarta," he explained.

So that vehicle restrictions can make a real contribution to supporting climate change mitigation measures, in addition to being a policy instrument in the traffic sector that will encourage the shift of modes to public transportation.

"With the enactment of the Regional Regulation on the Jakarta Transportation Master Plan and Electronic Traffic Control, the Executive has a strong legal basis in continuing the development of transportation in Jakarta in the future, as well as implementing traffic control policies in order to create inclusive transportation for the community in the context of sustainable city development. climate resistant," added Riza.
