JAKARTA - The Presidential Staff Office (KSP) held a discussion with experts to formulate a solution to the problem of agrarian conflicts on land with the asset status of PT Perkebunan Nusantara (PTPN).

Presidential Chief of Staff Moeldoko emphasized the importance of policy breakthroughs to resolve agrarian conflicts that intersect with PTPN's land assets.

Moeldoko said that the settlement of agrarian conflicts in PTPN assets was the embodiment of Agrarian Reform (RA) which was established as a national strategic program and was directly supervised by President Joko Widodo (Jokowi).

The implementation of Agrarian Reform, said Moeldoko, includes asset legalization, land redistribution, social forestry, and structuring access by providing access opportunities for land owners to empower the land.

"So how do you use land so that income increases. In this case, there is empowerment of beneficiaries," he said.

Meanwhile, State Administrative Law Expert at the University of Indonesia (UI) Dian Puji Simatupang assessed that the agrarian problems in PTPN assets were due to the complexity in legal interpretation that had occurred so far.

"This creates ill-structured problems which can lead to wider problems," explained Dian.

According to the Presidential Special Staff for Legal Affairs, Early Purwono, it is necessary to formulate a roadmap for resolving agrarian conflicts over PTPN assets so that the policies adopted can be comprehensive and not partial.

"The roadmap is needed to answer land cases that are spread among the assets of 11 PTPN subsidiaries," said Dini.

On the other hand, General Director of PTPN III (Holding) Doni Gandamihardja hopes that there will be a strong legal umbrella in the disposal of PTPN assets. According to him, there must be synchronization and harmony between the public and private legal regimes, which so far have not been well described.

"We hope that KSP together with the Ministry of SOEs, PTPN III (Holding), and other relevant ministries/institutions can immediately develop a policy framework to resolve this problem," said Doni.

According to data for 2015-2021, the Presidential Staff Office has received 1,504 complaints about agrarian conflicts. Of these, 223 cases of agrarian conflict were related to PTPN land.
