Regent Publishes Plan To Ward Winds Claiming Don't Know 'Bride List' Langkat Project

JAKARTA - The inactive regent of Langkat publishes a Warin Angin Plan claiming that he does not know about the "bride list" containing the division of companies working on projects in Langkat Regency, North Sumatra.

"No (never heard of or knew about the 'bride list') because I have never had any contact with businessmen," said Terbit as a witness in the trial at the Jakarta Corruption Court (Tipikor), reported by Antara, Monday, May 30.

In addition, Terbit also claimed not to know about the payment of fees for parties who want to be included in the "bride list".

The statement was Published's answer to questions from the Public Prosecutor's Team (JPU) of the Corruption Eradication Commission (KPK) regarding the term "bride list" and the alleged payment of fees collected by Terbit's older brother Iskandar Warin Angin from contractor entrepreneurs who received projects at the Department of Work. General Langkat Regency.

Published as a witness for the bribe giver, namely the Director of CV Nizhami Muara Warin Angin. Muara is suspected of bribing Terbit as much as IDR 572 million in working on a work package at the Public Works and Spatial Planning (PUPR) and Langkat District Education Offices in 2021.

At the previous trial, Monday (23/5), Isfi's private party as a witness had admitted that he played a role in making the "bride list".

"I just matched the list of the bride and groom with their job. I decided what company, what project I got," said Isfi.

Furthermore, he explained that the "bride list" contained notes on the work package at the Langkat Regency PUPR Service, the budget ceiling, as well as the names of the companies that would work on the work package.

The determination of the list of companies that will work on the package, he said, was carried out by "Palace Representatives", namely Iskandar Warin Angin.

Then, witness I in today's trial, Shuhanda Citra, confirmed that there are conditions for contractors to be included in the "bride list". He said the contractors were required to pay a fee of 15 to 16.5 percent.

Shuhanda Citra is a contractor and subordinate to the private sector/contractor Marcos Surya Abdi who is Iskandar's confidant to take care of various matters related to his finances.

With all these connections, as stated in the indictment, when he was still active as Regent of Langkat, Terbit's confidants consisted of Iskandar Warin Angin, Marcos Surya Abdi, Shuhanda Citra, and Isfi Syahfitra.

They are also known as the "Kuala Group" and manage tenders for the procurement of goods and services in Langkat Regency.

In the indictment, Muara is said to have received several work packages for direct appointments at the PUPR Service.

Among them, the hotmix work package worth IDR 2.867 billion; direct appointment work packages in the form of embankment rehabilitation, construction of fences, and guard posts; and construction of a ring road worth Rp971 million.

Then, there is also a direct appointment work package in the form of construction of SMPN 5 Stabat and SMP Hangtuah Stabat worth Rp.940.558 million.

On January 17, 2022, Muara met with Marcos and Isfi to ask for a reduction in the commitment fee to 15.5 percent and this was approved by Iskandar. Thus, the total fee that must be submitted by Muara is Rp.572,221,414 and is rounded up to Rp.572 million.

Furthermore, on January 18, 2022, Muara handed over Rp572 million in black plastic wrapped in black plastic to Isfi Syahfitra.

On the same day, Isfi and Shuanda handed over Rp.572 million to Marcos to be given to the Publishing Plan for Warring Angin through Iskandar. At that time, they were detained by KPK officers along with evidence of money.
