KPU Jember Calls The Maximum Expenditure Limit Of Campaign Funds For Each Paslon Of IDR 56 Billion

JAKARTA - Jember KPU commissioner Achmad Susanto said that the maximum expenditure limit for campaign funds for each candidate pair for regent and deputy regent in the Jember Pilkada is IDR 56 billion.

"The expenditure limit is binding, so that the campaign fund expenditure of each candidate should not exceed Rp. 56 billion," he said in Jember Regency, East Java, as quoted by Antara , Saturday, October 17.

Based on data from the Jember KPU, it was noted that the limitation on spending on campaign funds for each pair of candidates was Rp. 56,385,675,000 which had been agreed upon by each candidate through the liaison team (LO) in a coordination meeting held by the Jember KPU.

"The limit for campaign fund expenditure is regulated in article 12 of KPU Regulation No. 12/2020 concerning campaign funds. This figure has also been agreed upon by each pair of candidates," he said.

He said campaign funds could come from candidate pairs, individual donations, political party donations, donations from business entities and other non-binding contributions.

"The amount of donations from individuals to each of the cabup-cawabup pairs participating in the Jember Pilkada is limited to only Rp. 75 million, while contributions from business entities are limited to Rp. 750 million," he said.

This is in accordance with PKPU Number 13 of 2020 concerning the Second Amendment to the General Election Commission Regulation Number 6 of 2020 concerning the Implementation of Elections for Governors and Deputy Governors, Regents and Deputy Regents, and or Mayors and Deputy Mayors Simultaneously Continued in Non-COVID-19 Disaster Conditions 19.

"If the candidate pair's campaign funds exceed the stipulated limit, the excess must be returned to the state treasury," he said.

The Jember Pilkada was followed by three pairs of candidates, namely Faida-Dwi Arya Nugraha Oktavianto (Faida-Vian) with serial number 1, then pair Hendy Siswanto-Muhammad Balya Firjaun Barlaman (Hendy-Firjaun) with serial number 2, and pair Abdus Salam-Ifan Ariadna ( Salam-Ifan) serial number 3.

"Based on the initial campaign fund report (LADK), the initial balance for opening a campaign fund account for Faida-Vian was zero rupiah, then Hendy-Firjaun was IDR1 billion, and the Salam-Ifan pair was IDR100 million," he said.

Furthermore, the team of candidate pairs must also report the receipt of campaign fund donations (LPSDK) that were deposited in the middle of the campaign period on October 31, 2020 and the candidate pairs were asked to submit a report on the receipt and expenditure of campaign funds (LPPDK) after the campaign ended.

"The KPU will impose sanctions in the form of cancellation as participants in the regional elections, if the candidate pairs for regent and deputy regent of Jember do not orderly report the use of campaign funds," he said.
