Observer: Disharmony Between Anies And The Central Government Is Increasingly Displayed In This Third Year

JAKARTA - Today is exactly three years Jakarta Governor Anies Baswedan leads Jakarta. Urban planning observer from Trisakti University, Nirwono Joga, assessed that Anies did not appear to have built harmony with the central government in the last three years.

In fact, said Nirwono, many policies in DKI intersect directly with the authority of the central government. This is because Jakarta is the capital of the country.

"I see that in general there is a disharmony between the DKI government and the central government, which is increasingly being displayed and has not diminished in the third year. Some of the policies taken by the current governor tend to be different from the central government," said Nirwono in a discussion on Thursday, October 15.

The disharmony between Anies and the central government can be seen from a number of policies, one of which is the division of tasks between the central government and DKI in handling floods, namely the arrangement of the Ciliwung River.

Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono insinuated that Anies was slow in acquiring land along the Ciliwung River, so that the central government was constrained from implementing the structuring project.

Anies replied to Basuki's sarcasm. Anies said that the central government should be able to stem the flow of water from the upstream (West Java) so that Jakarta can control the effects of flooding.

"In dealing with floods, the governor openly gave comments from the PUPR minister, which should not have been done by a public official. If you want a different (view), it should be (conveyed) inside, not displayed in public," explained Nirwono.

In addition, the disharmony between DKI and the central government can be seen in the revitalization of the National Monument earlier this year.

It is known, the Monas revitalization process initially proceeded without the approval of the Steering Committee for the Development of the Free Medan Area. In Presidential Decree Number 25 of 1995, the Minister for the Steering Committee is the Minister of State Secretary.

According to Nirwono, these differences in views will worsen the next issue. "The division of tasks between the central and regional governments continues to be problematic," said Nirwono.

"In fact, with the new Presidential Decree No. 60/2020, how the central government tries to intervene in regional autonomy, this is also related to how the central and regional images are increasingly less harmonious," he added.

Nirwono said that in the remaining two years until 2022, Anies should start building communication and equating policy perceptions in Jakarta with the central government.
