Ministry Of Home Affairs Reminds Local Governments To Accelerate Disbursement Of THR And 13th Salaries Of ASN

JAKARTA - The Ministry of Home Affairs (Kemendagri) has asked the regional government (Pemda) to accelerate the disbursement of holiday allowances (THR) and the 13th salary to employees working in regional agencies.

The Director General (Dirjen) of Regional Finance (Keuda) of the Ministry of Home Affairs, Agus Fatoni, said the acceleration could be carried out through the stipulation of a regional head regulation (perkada) regarding the technical provision of THR and the 13th salary.

Fatoni explained that regional heads can immediately stipulate the regulation without the need to go through a facilitation process with the Minister of Home Affairs (Mendagri).

"For regions that have not provided or there is not enough budget available in the 2022 TA (Fiscal Year) APBD, the regional government immediately provides a THR and 13th salary budget by optimizing the use of salary and allowance expenditures in the 2022 APBD or shifting the budget ahead of the 2022 FY APBD changes. ," said Fatoni as reported by Antara, Wednesday, April 20.

He explained that the policy of giving THR and 13th salary has been regulated in Government Regulation (PP) No. 16 of 2022.

In its implementation, the THR funds and the 13th salary for employees in regional agencies are sourced from the General Allocation Fund (DAU) and other sources in the APBD.

"The source of payment for THR and the 13th salary, among others, is using the central government transfer funds to the General Allocation Fund in the basic allocation which has taken into account the THR policy and the 13th salary," he said.

The policy is in accordance with the provisions of Article 11 paragraph (14) of Law No. 6 of 2021, he said.

Minister of Home Affairs Tito Karnavian has followed up on PP No. 16 of 2022 and Law no. 6 of 2021 through Circular No. 900/2069/SJ regarding the Provision of THR and 13th Salary Sourced from the 2022 FY APBD which was published earlier this week.

"The government, in this case the central government, provides holiday allowances and a 13th salary sourced from the APBD (to devices) working for regional agencies as a form of appreciation for service to the nation and state, including handling the COVID-19 pandemic by taking into account regional financial capabilities. in accordance with the existing laws and regulations," said Fatoni.

He then mentioned that the recipients of THR and the 13th salary for regional agency employees include civil servants, civil servants, government employees with work agreements (PPPK) in regional agencies, regional heads and their representatives, leaders and members of DPRD, leaders of the Regional Public Service Agency (BLUD). , as well as non-ASN employees in regional agencies whose offices apply the BLUD financial management pattern.
