DPRD Highlights Surabaya City Government Assets Controlled By Companies And Individuals

SURABAYA - Commission A for Law and Government of the Surabaya City DPRD highlighted the many assets owned by the Surabaya City Government, especially those located in the center of the city, which are controlled by companies and individuals.

"The information I got was that in the city center there are many assets that are controlled by companies and individuals," said member of Commission A of the Surabaya DPRD, Josiah Michael, quoted by Antara, Saturday, April 2.

According to him, since 2003, the Surabaya City Government has given permits to use road-owned area permits (damija) such as constructing tarpaulins, work requiring road excavation, temporary fencing, business premises and residential buildings.

In addition to the permit for the use of damija, he said, the Surabaya City Government also gave permission for the use of inrit or entry and exit from the road to the parcel through the sidewalk or channel.

However, Josiah assessed that the Surabaya City Government's income from permits for using damija and the use of inrit was not commensurate with the economic and ecological impacts such as flooding and traffic jams in line with the increasingly dynamic development of the city.

"This is also related to the Raperda on Flood Management which we are currently discussing. Of course this will also be our consideration," said Josiah, who is also the Head of the Regional Regulation Formation Agency (Bapemperda) of the Surabaya DPRD.

Josiah said that the Surabaya City Government had issued Regional Regulation 13 of 2010 concerning Retribution for the Use of Regional Wealth, which basically means that money and money can no longer be rented out. However, Josiah regretted that the Surabaya City Government was not yet fully serious about implementing this regional regulation.

Therefore, Josiah hopes that the Surabaya City Government will identify all lease agreements and check the expiration date of the lease agreements.

"We also hope that the city government is more transparent to the people of Surabaya, so that no one of the city government's assets is controlled by certain parties so that the community will be harmed for a long time," he said.

Previously, Deputy Mayor of Surabaya Armuji asked for the misuse of damija or inrit, one of which was brandgang in the form of alleys, footpaths and vacant land in Surabaya.

"Brandgangs are not allowed to be rented out, especially alleys with street names," said Armuji.

Vice Mayor Armuji admitted that he had carried out an inspection after receiving reports from residents about the existence of brandgang being leased for the LPG gas cylinder business by PT Betjik Djojo on Jalan Kapasan, Surabaya.

"This is a public facility, the image of this building is standing on a scaffold, so it must be returned to its function. Dismantle it as soon as possible," said Armuji.
