JAKARTA - Minister of Administrative Reform and Bureaucratic Reform (Menpan RB) Tjahjo Kumolo issued Circular Letter (SE) Number 07 of 2022. The SE is to strengthen the integrity of the state civil apparatus (ASN) in areas prone to corruption.

According to Menpan RB, the SE can prevent all ASN from abusing the budget in every ministry program and non-ministerial government agency as well as local government (Pemda).

"This SE is expected to further strengthen that budget allocations must be in accordance with the plan and not be misused by ASN elements, because ASNs are formed in an attitude of integrity and professionalism," said the Menpan RB.

He added that the Government Agency Performance Accountability System (SAKIP) must also prioritize the use of budget allocations in every ministry or agency and local government activity.

"SAKIP puts forward how the budget allocation in every program or activity in K/L and local government is right on target and the impact is felt for the community," he continued.

He also appealed to all ASN to take the SE seriously, so that they could support efforts to accelerate bureaucratic reform and build a clean government ecosystem. "Hopefully this SE will be seriously followed up by all ASN," he continued.

The issuance of the SE, which was signed by Tjahjo on Tuesday, March 8, is based on the results of the 2021 Integrity Assessment Survey (SPI) by the Corruption Eradication Commission (KPK).

The survey found various risks of corruption in all government agencies, including acceptance of gratuities or bribes, intervention or trading in influence, corruption in the procurement of goods and services, and conflicts of interest in transfers or promotions.

In order to follow up on the survey results, Menpan RB asked all leaders of government agencies to pay attention to and make efforts to prevent corruption in their institutions effective.

"This effort must also be complemented by an active increase in internal communication between employees and all stakeholders, to always be careful and remind each other in preventing corruption," said the Minister of Administrative and Bureaucratic Reform in the SE.
