JAKARTA - PSI faction member William Aditya Sarana came to the room of the DKI DPRD Honorary Board to clarify the findings of the odd budget items which he uploaded on his social media account some time ago. The budget in question is the component of the aibon glue, amounting to Rp. 82.2 billion which he obtained on the apbd.jakarta.go.id web page.

He dealt with BK after a report from a Jakarta resident named Sugianto. Sugianto thinks William violated the council's code of ethics by uploading the 2020 KUA-PPAS document which is still being discussed between the DKI Provincial Government and the DPRD.

"The atmosphere (during the clarification) was cool. Maybe later we just need to wait (for the results) from the Honorary Board," William said out of the BK room, at the DPRD Jakarta Complex, Jalan Kebon Sirih, Central Jakarta, Tuesday, November 12.

William explained that the reason for uploading the odd budget findings to social media before being discussed at the DPRD Commission meeting was aimed at making the DKI Provincial Government open access to the draft APBD to the public.

"Indeed, there are differences in attitude between the PSI faction and the Pemprov. The provincial government stated that the budget should be uploaded after it has been ratified and finalized by the DPRD. We want it to be opened since the planning period, in our opinion it is not the right position of the Provincial Government," he said.

After this, William is just waiting for a decision from the BK DPRD. However, this meeting will be used as material for self-evaluation. He stated that from now on, he would not rush to expose other odd budget findings on social media.

"(Another odd budget) is there, but maybe we will convey it all at the workshop meeting. Then, we will definitely amplify it on social media. Besides, now the meeting is open," he said.

Meanwhile, Chairman of the Honorary Council of the DPRD, Achmad Nawawi, views PSI's critical intention of the DKI Budget is in line with his obligations as a member of the council. However, Nawawi reminded William to pay attention to the regulation that the DPRD is equal to the DKI Provincial Government, which is the same element of government administration in the regions.

"We are still running it critical, it does not mean it is not allowed. However, when and where we convey it, there is a mechanism," said Nawawi when contacted by VOI.

After this, BK will hold a follow-up meeting to decide on a recommendation for sanctions for suspected violation of William's code of ethics, before being submitted to the leadership to be executed.

In accordance with the DPRD rules of law, there are three recommendations that can be made for members of the council when they violate ethics. If proven to have violated, at least only an oral warning, if it is included in a medium violation there is a written warning, then the heaviest sanction is the proposal to dismiss office.

Nawawi has not been able to confirm the recommendation for sanctions for William. However, he had the personal view that William was unlikely to be subject to a serious foul.

"This is my personal view, it is not necessarily the BK's decision, in my opinion it will not lead to serious ethical violations, perhaps the most serious is a written violation, but we have not decided yet," he said.
