Reject Anies's Report On The 2019 DKI Regional Budget, 4 DPRD Factions Walk Out

The plenary session of the DKI DPRD discusses the accountability report for the 2019 DKI Regional Budget

JAKARTA - Four factions of the DKI Jakarta DPRD came out of the plenary meeting room (walk out) when submitting the accountability report for the implementation of the DKI Jakarta Regional Budget for the 2019 fiscal year.

In the meeting, representatives of the DKI Jakarta DPRD Budget Agency (Banggar) presented the Regional Regulation Draft (Raperda) on Accountability for the Implementation of the Regional Budget (P2ABPD).

Not long after, the chairman of the Golkar faction at the DPRD DKI Basri Baco delivered an interruption. Baco said the 2019 APBD accountability report was problematic because the DKI Provincial Government did not implement the recommendations obtained by the DPRD from recess to the field.

"It has been one year that we have been appointed here, many of the aspirations that we convey have not been realized with the executive. The rights of council members as a tool to help the lower class society regarding proposals are also not accommodated," said Baco at the DPRD DKI building, Central Jakarta, Monday, 7 September.

Before long, Baco and his fraction left the room. "We do not see any good intentions from the executive to carry out the results of the recess. Therefore, the Golkar faction has permitted to walk out," he continued.

Then the Secretary of the PAN Fraction, Oman Rakinda, also stated that he refused to ratify the 2019 APBD accountability report. Oman said the DKI Jakarta Provincial Government did not display clear data regarding the use of the budget.

According to Oman, the DPRD needs detailed budget expenditures to meet the transparency principle. This is because there is an excess of budget usage (SILPA) amounting to Rp1.2 trillion which must be clarified.

"Apart from the issue of transparency, the second reason that makes us have to refuse is because there are still many aspirations of the council that have not been heard. We absorb many aspirations through recess. One of the ways we submit people's votes is through the recess report. But no one has entered," he said Oman.

Secretary of the PSI DPRD DKI Jakarta Faction, Anthony Winza, also considered that members of the council were not accommodated in giving opinions at the plenary session. He also stated that he rejected Anies' report.

"PSI also rejects the accountability of the 2019 APBD," said Anthony.

It was continued, a member of the Nasdem DPRD DKI faction Hasan Basri expressed his disappointment with the DKI Provincial Government. Agreeing with the statements of other factions, Hasan considered Anies and his staff ignored the results of the DPRD recess. "Three times the recess has never been accommodated by the executive leadership," said Hasan.

Thus, there were four factions namely Golkar, PAN, PSI, and Nasdem that decided to walk out of the plenary meeting room and return to the rooms of their respective factions.

Even so, the Chairperson of the DKI Jakarta DPRD, Prasetio Edi Marsudi, decided to pass the draft regional regulation regarding the accountability of the APBD after the interruption was colored.

"There are 50 council members still in the plenary meeting. By decision, this is valid. I would like to ask whether the draft regional regulation on the accountability of the 2019 APBD to be enacted so that regional regulations can be approved?" said Prasetio.

The rest of the council members who were still present in the room shouted in favor of the draft regulation. Prasetio then tapped the hammer to signify his approval.
