JAKARTA - Head of the National Research and Innovation Agency, Laksana Tri Handoko, responded to the issue of termination of employment for 33 crew members (ABK) on the Baruna Jaya Research Ship (KR) after the integration of the Agency for the Assessment and Application of Technology (BPPT) into BRIN.
Handoko said the 33 crew members were outsourced workers from providers or third parties and were not BPPT Non-State Government Employees (PPNPN).
"The qualifications and functions of the workforce provided by these supply companies vary, ranging from captains to waiters," he said, quoted by Antara, Thursday, January 6.
He said that in the future the maintenance and operation of the research vessel will be carried out through an experienced fleet management company.
The fleet management company must have a high reputation in operating ships on a national scale.
"Fleet management will be tasked with providing crew, conducting operations, and maintaining research vessels so that they are always ready to serve research," he said.
In addition, he said, the crew provided will also meet security and safety standards, and be certified according to their class.
Handoko said that the fleet management procurement process is currently ongoing competitively through an open auction process.
Under this scheme, BRIN provides the widest possible opportunity for non-civil servant crew members (PNS) to re-apply as crew members of the BRIN Research Ship.
Not only non-PNS crew members can apply to work on ex-BPPT vessels, but all BRIN research vessels, through a fleet management company that won the auction.
The integration of research institutions in Indonesia into BRIN is a mandate from Presidential Regulation Number 78 of 2021 concerning BRIN.
