Kaleidoscope 2021: Novel Baswedan Et Al Eliminated From The KPK And Ended Up As ASN Bhayangkara Corps

JAKARTA - This year's change in the status of the Corruption Eradication Commission (KPK) employee to the state civil apparatus (ASN). The reason is that this process led to the elimination of senior KPK investigator Novel Baswedan and 56 other employees.

The elimination of dozens of employees was initiated by the implementation of the National Insight Test (TWK) which was attended by 1,351 people. Of this number, 1,274 were declared eligible to switch status to ASN.

While the rest, 75 people were declared unsuccessful and 51 of them including Novel Baswedan were considered unable to be fostered and another person, namely the Director of PJKAKI KPK Sujanarko, had entered retirement age.

Meanwhile, the other 24 employees are considered to be able to be fostered and appointed as ASN. However, they must first attend training and education to defend the country.

Even though they had been given a second chance, only 18 employees were willing to take part in the activity. Thus, the total number of employees eliminated became 56 people before finally increasing by one to 57 people.

Discontinued as of September 30

After being declared ineligible as ASN, Novel Baswedan and dozens of these employees were finally honorably dismissed on September 30.

At that time, the decision to dismiss was taken after a coordination meeting was held at the State Civil Service Agency (BKN). The activity was attended by 5 KPK leaders, Secretary General of the KPK, Head of the Legal Bureau, Acting Head of the KPK HR Bureau, Menkum HAM, MenPANRB, and Head of BKN.

"It was concluded that he respectfully dismissed 50 KPK employees who were declared ineligible (TMS) as of September 30, 2021," said KPK Deputy Chair Alexander Marwata in a press conference broadcast on the Indonesian KPK YouTube, Wednesday, September 15.

This decision, he continued, also applies to six employees who refuse to take part in the training, except for Sujanarko, who is retired. Alexander said that the dozens of KPK employees were not inducted as State Civil Apparatus (ASN) as mandated by the KPK Law Number 19 of 2019 not because of Perkom Number 1 of 2021 or other regulations.

According to him, the dozens of employees cannot become ASN and work at the KPK because the results of the TWK assessment are a condition for changing employee status. Alex emphasized that all employees have been given the same opportunity even though they have passed the age limit or have stopped being ASN before.

"KPK expresses its highest appreciation for its services and dedication to all dismissed employees," said Alex.

"Hopefully his dedication and charity work while at the KPK will be part of his good deeds and services for the nation and state," he added.

Gaze at and appointed ASN Police

After carrying out a number of resistances and filing a lawsuit until they were officially dismissed as KPK employees, the National Police Chief General Listyo Sigit Prabowo finally showed his interest in appointing them as ASN.

Listyo reasoned that the police needed these dozens of employees to strengthen the line of prosecution for corruption cases. Moreover, the Police are currently also focusing on handling the recovery of COVID-19.

After drafting the rules related to this appointment, finally Novel Baswedan and 43 former KPK employees were appointed as National Police ASN. Before being sworn in, Novel had time to convey some of his hopes. "Thank God I'm here to prepare for the inauguration of the National Police ASN, of course I got information that after this there will be rehearsals and other preparations and in essence hopefully the process will run smoothly and then our activities to become National Police ASN are correct. "It can really bring benefits," Novel told reporters, Thursday, December 9. "Basically, I believe that we are expected to be able to carry out our duties in eradicating corruption in the field of prevention, but we will discuss the pattern and all kinds of things later," he said.

After joining the National Police ASN, there are many hopes for the dozens of former KPK employees, especially to strengthen the Bhayangkara Corps. Moreover, later they will be placed in the Corruption Crimes Working Unit (Satker) whose control is directly under the National Police Chief.
